MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA December 1, 1988 6:30 p.m. Mounds View City Hall Council Chambers CALL TO ORDER The meeting was called to order at 6:27 p.m. by Chairperson Wayne Burmeister. ROLL CALL Commissioners present: Burmeister, Long, Rowley, Silvis, Starr, Stevenson. Staff present: Director Saarion, Adm. Asst. Linke. APPROVAL OF MINUTES A motion was made by Commissioner Silvis, seconded by Commissioner Long to approve the November minutes as written. Motion passed: 6 ayes, 0 nayes. AGENDA ADDITION Director Saarion asked for Commission direction regarding the construction of a picnic shelter at Silver View Park by the Mounds View Lion's Club. Following discussion, a motion was made by Commissioner Silvis and seconded by Commissioner Starr to forward to the City Council for approval the plans for the picnic shelter at Silver View Park as submitted by staff with the location as per the master plan. Motion passed: 6 ayes, 0 nayes. CHAIRPERSON'S REPORT Chairperson Burmeister reported that the gate at Woodcrest Park at been swung out into the middle of the street. Director Saarion stated that there is a lock and chain for the gate and she would remind the public works crew to lock it. COUNCILMEMBERS REPORT None REVIEW RESOLUTION OF HANDICAPPED ACCESS- ABILITY/USABILITY IN THE PARKS Director Saarion reviewed the resolution regarding handicapped accessibility and usabilty of park facilities. Suggested ways of improving facilities for handicapped use are: 1. Swings for wheelchairs. 2. Elevated sandboxes. 3. Boardwalks. 4. Handicapped toilets. 5. Larger openings to tennis courts. 6. Ag -lime trails (rather than woodchips). 7. Drinking fountains.
