Mounds View City Council May 13, 2024 <br />Regular Meeting Page 10 <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Adopt Resolution 9919, Adopting a Five Year <br />Financial Plan for 2025 thru 2029. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />F. Resolution 9921, Authorizing the Purchase of One Rifle Rated Ballistic Shield <br />and Transport Bag. <br /> <br />Police Chief Zender requested the Council authorize the purchase of one rifle rated ballistic shield <br />and transport bag. He explained this piece of equipment would assist with officer safety. He <br />reviewed the cost for the piece of equipment and noted the funding would be coming out of the <br />public safety funding received from the State. <br /> <br />MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9921, <br />Authorizing the Purchase of One Rifle Rated Ballistic Shield and Transport Bag. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />G. Resolution 9923, Authorizing Issuance RFP for Organized Trash Collection. <br /> <br />City Administrator Zikmund requested the Council authorize the issuance of an RFP for organized <br />trash collection. He stated the City has been working through this process for over a year. He <br />reviewed several minor corrections to the RFP, along with the proposed weighing matrix and <br />recommended approval. <br /> <br />Council Member Gunn supported the matrix as presented. <br /> <br />Council Member Cermak agreed. <br /> <br />Council Member Gunn requested further information regarding the lawsuit stipulation. City <br />Attorney Riggs explained this stipulation was a disclosure requirement to ensure any future vendor <br />could perform the requested services under the contract. <br /> <br />Council Member Clark asked if the contract would include a spring and fall cleanup. City <br />Administrator Zikmund reported this was included as a separate addendum. <br /> <br />Mayor Lindstrom discussed the RFP in further detail and noted the City was open to multiple <br />collection days. <br /> <br />MOTION/SECOND: Lindstrom/Meehlhause. To Waive the Reading and Adopt Resolution 9923, <br />Authorizing Issuance RFP for Organized Trash Collection. <br /> <br />City Administrator Zikmund reported the RFP’s were due back to the City on June 4 and would <br />be reviewed by the Council at the July workshop meeting. He noted the contract would not begin <br />until April 1, 2025 because voters would be making a decision in November. <br />
