To Waive the Reading and Adopt Resolution 9918, <br />Approving a Chicken-Keeping License for Kimberly Wanner, 2622 Clearview Avenue. <br /> <br />Council Member Meehlhause thanked Ms. Wanner and her daughter for providing the Council <br />with excellent drawings and pictures of the chicken coop. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Resolution 9916, Approving the Purchase of One Ford Police Utility Vehicle <br />Along with Additional Equipment and Setup Costs. <br /> <br />Police Chief Zender requested the Council approve the purchase of one Ford Police Utility vehicle <br />along with additional equipment and setup costs. He explained he was due to replace one <br />unmarked squad car. He reported a State bid was received for this purchase. He reviewed the bid <br />for the vehicle and setup costs and recommended approval. It was noted forfeiture funds would be <br />used to purchase the radar equipment. He commented updates would be made on the squad video <br />cameras when the body cameras were updated. <br /> <br />MOTION/SECOND: Clark/Cermak. To Waive the Reading and Adopt Resolution 9916, <br />Approving the Purchase of One Ford Police Utility Vehicle Along with Additional Equipment and <br />Setup Costs. <br /> <br />Mayor Lindstrom questioned if a squad camera would be installed in this vehicle. Police Chief <br />Zender stated squad cameras would be installed once he receives the vehicle, which would be in <br />six months or so. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />E. Resolution 9919, Adopting a Five Year Financial Plan for 2025 thru 2029. <br /> <br />Finance Director Bauman requested the Council adopt a five year financial plan for 2025 thru <br />2029. She explained the Council reviewed the five year capital plan at their work session meeting <br />on Monday, May 6. She noted the only change made to the plan had to do with amendments to <br />the streets plan. Staff commented on the five year plan in further detail and recommended approval. <br /> <br />Brian Amundsen, 3048 Woodale Drive, expressed concern with the streets that were sealcoated <br />several years ago, noting there were large patches that were in poor repair. He understood <br />additional repairs would not occur in 2024. He noted these roads have been in poor condition for <br />two seasons, including two winters. He was concerned the five year plan had not considered this <br />matter. He discussed how the Charter speaks to how the five year plan should include the financial <br />services for regular public services. He stated he had been exchanging emails with Finance <br />Director Bauman and she indicated it was too early to do that based on the fact she would only be <br />applying inflation to revenues and expenses. His concern was the Council did not fully understand <br />the impact to the budget. He further discussed how the charter called for this information to be <br />included and urged the Council to revise the five year plan in order to better understand the five
