MOUNDS VIEW PARKS AND RECREATION COMMISSION <br />MEETING MINUTES <br />Thursday, April 23, 1998 <br />City Hall, 6:30 p.m. <br />CALL TO <br />ORDER: Chair Silvis called the meeting to order. <br />ROLL CALL: All members were present. Also present, Director Saarion and Mr. & Mrs. <br />Charles Schultz. <br />APPROVAL OF <br />MINUTES: Commissioner Stevenson made a motion, seconded by Commissioner <br />Dentz to approve the minutes of February 26, 1998. Motion passed <br />unanimously. <br />COACHES <br />CLINICS - <br />POLICY: <br />SILVER ESTATES <br />PARK DED. FEE: <br />SPRING LK PK <br />KNOLL PARK <br />Staff asked Commissioners whether or not they would like staff to control <br />Coaches Clinics so that cost and revenues to coaches, along with <br />recruitment practices are monitored so that children/youth athletes are not <br />being taken advantage of. Commissioners, upon review of recent <br />inappropriate clinic planning, requested staff to evaluate and administer <br />coaches clinics so that they were designed to be advantageous and <br />beneficial to youth, and not a revenue source for coaches. Commissioner <br />Long made a motion, seconded by Commissioner Benz to request staff <br />to formulate guidelines for programs that are instructed by school <br />district coaches. Motion was passed unanimously. <br />This item was simply to inform the Commission that the Silver Estates <br />project will provide a revenue of $68,400 in Park Dedication Fees. <br />Commissioners and staff will need to prioritize park capital improvements <br />for the 1999 budget. <br />DED. FEES: Mr. & Mrs. Schultz attended the meeting requesting the Parks and <br />Recreation Commission to recommend a reduced park dedication fee for <br />their lot sub -division. Commissioner Stevenson informed the Parks and <br />Recreation Commissioners that the Planning Commission had asked the <br />
