• MOUNDS VIEW Exhibit A <br /> Parks and Recreation Commission <br /> July 28, 1999, 6:30 p.m. <br /> Minutes <br /> Commissioners present: Sherry Gunn,Frank Silvis, Gary Stevenson, Dave Long, and <br /> Mary Benz. <br /> Commissioners absent: Stan McDonald <br /> Staff present: Terri Blattenbauer(YMCA) <br /> Three new commissioners were sworn in; Rich Sonterre, Dawn Little, and Theresa <br /> Lexcen. Welcome and congratulations were extended. <br /> A motion was made to approve the minutes from June 23 by Gary, with a second to the <br /> motion by Dave. <br /> Staff updated the commission on the status of the Silverview pond trail completion. On <br /> July 30,the project was open for bids. This project has been introduced to the council <br /> • and we are still very eager to begin the construction in August. <br /> Discussion turned to questions a resident had from a phone conversation,regarding the <br /> water lillies and vistas at Silverview pond. Cliff Ash who lives in the neighborhood, <br /> provided staff with information on DNR approved pellets that would rid the lillies. His <br /> suggestion was to do another study with a select group of individuals to assess the <br /> affected areas. The commission maintained the fact that the environment was to remain a <br /> natural setting. This will be an agenda item at our next meeting to continue discussion. <br /> The park dedication priority list was reviewed. Three items will be discussed at the <br /> Council work session on August 2. Steve acquired a portion of the cost for the Silver <br /> Lake Road addition. This cost includes the excavation,pulling the old culvert and the <br /> addition of any fill ($2,500). It was discovered that the pathway, Woodcrest to H2 is not <br /> a feasible project due to soil correction,mitigation and the landowners wishes. The <br /> backstop net at Greenfield is still being pursued. An additional piece on the 3rd base line <br /> will cost$430. Retrofitting the two sets of bleachers at City Hall and Greenfield Parks is <br /> being completed. The other four sets have been removed from the parks due to decreased <br /> usage and the cost of retrofitting to meet code. There was also brief discussion on the <br /> replacement of the four that were removed, in the future. <br /> Woodcrest playground equipment was discussed briefly. The Commission was informed <br /> that at this point there is no set schedule for the work that is designated (i.e. building <br /> • removal, aggregate path, etc.). The Commission is concerned with possible safety issues <br />
