MOUNDS VIEW <br /> • Parks&Recreation Commission <br /> April 26, 2000, 6:30 pm <br /> Minutes <br /> Commissioners present: Rich Sonterre,Frank Silvis, Theresa Lexcen, Dawn Little, Stan <br /> McDonald, Tony Zuk, and Mike Szczepanski. <br /> Commissioners absent: Sherry Gunn, and Dave Long <br /> Staff present: Terri Blattenbauer(YMCA) and Mike Ulrich(City of Mounds View) <br /> A motion was made to approve the minutes from March 29,by Tony, seconded by Rich. <br /> Motion carries. <br /> Cliff Ash, Silver Lake Woods resident was present to address some issues. The <br /> following concerns were discussed: <br /> • Treating lillies on the pond <br /> • Cracks in the path surrounding the pond <br /> • Seal coating the north end of the path <br /> • Organizing a resident clean up for Fall <br /> • • Would like to see a park advisory committee to make a plan and get the study <br /> of the pond up to date. <br /> Cliff would also like clarification on banquet center usage. He would like a rate schedule <br /> to communicate to the Association. There was also discussion on partnering with Public <br /> Works on the Spring clean up on May 20. Rich encouraged the Silver Lake Woods <br /> Association to extend an invitation to the Park and Recreation Commission to help clean <br /> up. <br /> Staff updated the group on participation for Spring session. The variance from 1999 was <br /> a+65 participants. Staff will be reporting more on increases based on new programs. <br /> The request was made to council to purchase fitness equipment for the community center. <br /> Staff are waiting on the final vote, and approval. There was lengthy discussion on the <br /> quality of swimming lessons and instructors. Staff concurred with the group, and <br /> informed them that it is a priority to continue to evaluate, search for good instructors and <br /> supervise more closely. Two ideas that surfaced were,to market the jobs and include <br /> training for free, and to possibly offer college credits. The unemployment issue can be <br /> partly to blame for lack of quality, committed instructors. It was also noted that the <br /> request to transfer$100,000 from the"old"recreation fund was approved to be <br /> transferred to the Park dedication fund. This will take place in May. <br /> Resident Elizabeth Nelson submitted a letter regarding the Silverview path and her <br /> interest in having only as a walking path, restrictive to bikers, in-line skating and runners. <br /> • Ms.Nelson indicated that in the pre planning phase,that it was presented as a"walking <br />
