Park, Recreation, and Forestry Commission Meeting Minutes <br />September 28, 2006 <br />6:30 P.M. <br />1. Call to Order 6:35 P.M. <br />Roll Call: Commissioners Present: Arel, Aukee, Kunz, Kunza, Kroeger (7:15), Long, Palm <br /> City Staff Present: Dazenski, McIntyre <br /> <br />2. Approval of minutes from the August 24, 2006 meeting. <br />Motion by Long, 2nd by Aukee to approve minutes. Passed 6-0 <br /> <br />3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. NO CITIZENS PRESENT <br /> <br />4. YMCA Update- McIntyre <br /> Fall programs up and running <br /> Cooler weather bringing more activity to MVCC <br /> <br />5. Unfinished Business: <br />Oakwood Park Proposal <br />1) Staff is in the process of soliciting bids and proposals for Phase I activities for Oakwood Park. These include grading, irrigation, fencing, and seeding. Because of time element, <br /> staff is recommending that we proceed with construction first thing in the spring. If grading activities started later this year, dormant seeding would need to be utilized. This is <br /> not recommended since success of dormant seeding is very dependent on the amount of snow cover. The existing Oakwood field is currently set up for soccer play and the ball field could <br /> continue to be used throughout this fall. This spring, once the grading activities have been completed and the irrigation system installed, it should take a relatively short time to <br /> get the turf established of use. <br />2) Playground equipment has been removed <br />3) Clarification of Phases: Phase I will include grading, elevation, seeding, fertilizer of both the north and south sides of the park. Irrigation on South side only. <br /> <br />Facility Guide Update – Commission made final recommendations for editing draft. Commission directed city staff to find printing costs and bring final draft with map and key to Oct. <br /> meeting. <br /> <br />Rental Fee Structure – continued discussions included leaving MVCC rental policies as adopted by City Council, moving MV residents to Class III rather than Class II, and adding a surcharge <br /> for larger groups to help cover the cost of city staff coming in on weekends to clean up garbage, etc. <br />1) Motion by Aukee, 2nd by Kroeger that the Mounds View Rental Classifications as presented by staff be the consolidated list with our previous list, moving MV Athletic Association <br /> to Class I with 10% roster MV residents. Moving all for-profit groups to Class IV. This leaves MV residents as Class III. Passed 6-1 <br />2) Motion by Palm, 2nd by Kunz to adopt the attached Park Building/Shelter Rental Fee Policy rates (without fees), removing 2 hour and hourly rates, including only 4 hour and Full Day <br /> rates. Add City Hall Picnic Shelters to Silverview rental rates. Include $100 refundable damage deposit, and add that weekend rentals at Silverview and City Hall Picnic Shelters hosting <br /> groups of 50 or more be charged an additional service fee of $50. Passed 7-0. <br />3) Field Rental Rates-table to Oct. meeting.
