Park and Recreation and Forestry Commission Meeting Minutes <br />February 22, 2007 <br />6:35 P.M. <br /> <br />1. Call to Order 6:35 PM: <br /> Roll Call: Arel, Long, Kunz, Kroeger, Palm, Aukee, Peterson <br /> Staff Present: Lee, Dazenski, Weldon <br /> <br />2. Swear in new member (Darren Peterson) <br />On February the City Council approved the re-appointment of John Kroeger and appointment of Darren Peterson to the Parks and Recreation Commission. The Council also appointed Jerry Kunz <br /> as Chairperson to the Parks and Recreation and Forestry Commission. <br /> <br />3. Approval of minutes from the January 25, 2007 meeting. Motion by Kroeger, 2nd Long, to approve minutes. Motion Passed 7-0 <br /> <br />4. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No citizens present. <br /> <br />5. YMCA Update: Weldon reported ice rinks are now closed for season as of Feb. 18th. <br /> Annual garage sale this Saturday, February 24th. <br /> New Event Center Coordinator—Cat Lemke <br /> Many requests for Random Park Building. It is ready to rent! <br /> Question on rental fee structure: should we charge more for Random as it is higher usage? Keep same as adopted 9/06. Will review in one year. <br /> Question about Lions Lakeside Park with regards to Spring Lake Park residents. Haven’t heard about SLP fee structure. SLP city staff maintains the building. Charged according to <br /> MV fee structure last year. <br /> Weldon will forward SLP fee structure to Commissioners as soon as received. We will discuss at March meeting. <br /> Field rental fee structure for summer: putting schedules together with ILB and SAB. <br /> Mounds View Matters is out. If residents are not receiving it, can get one at MVCC. <br /> Playland is using quite a bit. <br /> <br />6. Unfinished Business: <br />Oakwood Park Proposal <br />Phase I <br />Quotes for Phase I items such as grading, irrigation, and fencing were received. As per the minutes of the last meeting, sodding of the field areas was $25,000 to $32,000 – approximately <br /> half of the cost of the total grading bids. Does the Commission wish to investigate / discuss seeding as an option? A rough estimate for hydro seeding would be $9,600, and for Brillion <br /> seeding (mechanically placing the seed) would only be $3,000. The time it would take for the field to be ready for use would be longer with the seeding options. Contract documents <br /> are being drafted. <br />Seed can have a better hold than sod. Dazenski prefers Brillion-style seeding to hydro seeding. <br />Wouldn’t affect summer soccer program as much as fall program. <br />Concern about installing fencing before seeding to deter vandalism on open field. Staff can put up temporary barriers or install fencing if necessary. <br />Motion by Long, 2nd by Aukee to persue mechanical seeding (estimate $3,000) and present figures to City Council so soccer fields can be acceptable for use by the fall 2007. <br />Motion Passed 7-0
