Parks and Recreation and Forestry Commission Meeting Minutes <br />May 24, 2007 <br />7:30 P.M. <br />1. Call to Order 7:32 PM. <br /> Roll Call: Aukee, Palm, Kroeger, Kunz, Long, Arel, Peterson <br /> Staff Present: Weldon, Dazenski, Lee <br /> Annual Park Tour was conducted prior to this meeting with visits to Oakwood, Hillview, Groveland, Woodcrest and Random. <br />2. Approval of minutes from the April 26, 2007 meeting. Motion to approve by Long, 2nd by Aukee. <br /> Passed 7-0 <br /> <br />3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No citizens present <br /> <br />4. YMCA Update: Bike helmet fitting went well, numbers were down a bit from last year. Sold over 50 helmets, about 20 brought helmets for fitting. Summer Playground program will <br /> be running at Lambert, Hillview and Groveland. Butterflies program is stronger numbers. Openings are still available. Summer sports leagues getting underway: Soccer, T-ball, youth <br /> softball. Preschool program is taking off. Senior Day in the park June 26th at Silverview Park 10:30-1:00. Lunch will be served as well as entertainment. <br /> <br />5. Unfinished Business: <br />Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the playground equipment at Hillview Park. This is to include $38,000 the play set, border <br /> curbing and fiberfill. In working through the detailed costs of this project, it was determined that the proposed playground along with the border curbing and fiberfill would exceed <br /> the budget by a 6 to 8 thousand dollars. To stay within the $38,000 budget the play set could be trimmed by removing a few items, or the budget could be increase to account for the <br /> increased cost, or the fiber fill could be purchased utilizing the Park Improvement Funds budgets for 2007 ($35,000 available). <br />Colors selected were: Blue plastic (slides), Green Platforms, Yellow Bars <br />Motion by Long to trim back the Rainier Pride equipment, as recommended by staff, in order to stay within budget, keeping colors as selected. 2nd by Aukee. Motion Passed 7-0 <br /> <br />Park Improvement Plan – the Park Improvement Plan is the document utilized by the Commission to plan and budget for park improvements. This document has three main components/ categories: <br /> <br />Category A – These are simple maintenance items that City crews can perform during the calendar year <br />Category B – These are items to be budget for in the next year or two ($35,000 budgeted in 2007) <br />Category C – These are items with large capital expenditures anticipated over the next five or more years. These items will also be included in the City’s Capital Improvement Program. <br /> <br />Draft City Budgets for 2008 are due at the end of June. <br />Park Tour suggestions include: <br />1) rerouting trail at Oakwood to be parallel with Hillview Rd. <br />2) fencing at Oakwood—in PIP <br />3 improve ballfields at Hillview and Groveland—regrading is necessary. More extensive work needed at Hilview than at Groveland. Staff will bring overview layouts of Hillview and Groveland <br /> ball fields to consider flipping infields, so fans are closer to park buildings. Also cost estimates for repairing existing location and flipping fields to June meeting, as well as <br /> irrigation cost estimates. <br />List Hillview as a B item for 2008. <br />4) Staff will be putting in a bituminous trail to Hillview building this summer—in PIP <br />5) Hillview rink resurfacing: Already in PIP
