-y <br />1 <br />Item No: xx <br />Meeting Date: June 24, 2024 <br />Type of Business: CB <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9920, Amend Resolution to Include Required Language <br />Omitted from the Original Resolution passed on May 28, 2024 <br />Background/Discussion: <br />The City is in the process of rehabilitating streets throughout the City that were not included in <br />the 2007 Street Rehabilitation Plan. <br />The 2023 Street Project included Pleasant View Drive from County Road H2 to County Road I. <br />The West side of Pleasant View Drive, Stinson Boulevard, lays within the City of Fridley resulting <br />in a joint street project. <br />The Cities of Mounds View and Fridley have in place a JPA for pavement maintenance and <br />reconstruction for Pleasant View Drive/Stinson Boulevard. <br />Updated Discussion to Amend the Resolution: <br />Staff was contacted by MSA to amend the Resolution passed on May 28, 2024 to include the <br />correct information in blue and the incorrect information in red on the attached resolution. <br />Discussion: <br />Pleasant View Road was designed with a shared use bike and walking trail on the East side of <br />the road, with mail boxes being installed on the West side. During final construction the United <br />Stares Post Office of Minneapolis and St. Paul required that the mailbox posts be installed on <br />both sides of the road in accordance to each area for postal coverage. <br />With the trail constructed and the mailboxes now installed in the trail, the 2-foor clear zone does <br />not meet with the design requirements of the MN Department of Transportation State Aid. Staff <br />as well as Stantec have been with working with State Aid to acquire a variance in order to resolve <br />the issue of the mailboxes placed in the trail. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2021. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
