PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. | MAY 26 , 2022 | MOUNDS VIEW CITY HALL <br />MEETING MINUTES <br /> <br />1. CALL TO ORDER at 6:34 PM <br />2. ROLL CALL: Commissioners: Arel, Anderson, Lillemo, Palm, Mills, Sullivan, Wake Wiesner <br /> Staff: Peterson | Thomas <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Wake Wiesner. Motion passed 6-0 <br />4. APPROVAL OF MINUTES-April 28, 2022: Motion to approve by Wake Wiesner, 2nd by Arel. Motion <br />passed 6-0 <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight’s agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. NO RESIDENTS PRESENT. <br />6. STAFF REPORTS <br />A. Parks and Recreation – Andy: See attached report. <br />B. Public Works – Don: See attached report. <br />7. UNFINISHED BUSINESS <br />A. NONE <br /> <br />8. NEW BUSINESS <br />A. Park and Recreation Programs Update – Connie Allen, Senior Program Coordinator – See attached <br />report <br />B. Park Tour Recap: Silverview and City Hall parks <br />1. Silverview Park: Need to extend the baseline fencing on the ball fields. Could put pickle ball where <br />horseshoe pits are located, but there are a lot of trees dropping leaves and sticks, but it has lots of <br />shade. Near pavilion would have less tree debris. Could put in bocce ball courts in lieu of 2 <br />horseshoe pits. Direct Staff to provide layout and dimensions for a possible pickle ball court <br />and bocce ball court either replacing the horseshoe pits or to the west of the pavilion and to <br />get fence pricing for extending baseline fencing. <br />2. City Hall Park: Looked at possibly location for trail from MV Blvd to City Hall trail. Still need to <br />consider a Veterans’ Memorial and location. Will get two more pavilions near the splash pad. <br />Looked at possible location for obstacle course items. Possibly add a parking lot off of Bronson <br />Drive on the north side and/or remove berms and shift sidewalk and driving lanes on Edgewood <br />Drive to allow for angled parking. A flashing beacon crosswalk light will be installed to allow for <br />safe crossing from the MVCC parking lot. <br />C. Feasibility Report -Community Center Expansion – June 6 City Council Work Session: <br />Commissioners are invited to the Work Session at 6:30 PM to hear the results of the report. <br /> <br />9. COMMISSIONER REPORTS: Thanks to those who helped with park clean up at Groveland within <br />the past couple of weeks! Still working with Ramsey County Library on the Book Trail <br />10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: Random Park Playground. <br />11. ADJOURNMENT: Motion by Palm to adjourn at 7:21 PM, 2nd by Lillemo. Motion Passed 6-0. <br />Next Regular Commission Meeting: June 23, 2022
