PARKS AND RECREATION AND FORESTRY COMMISSION
6:30 P.M. I MARCH 23, 2023 I MOUNDS VIEW CITY HALL
MEETING MINUTES MOUNDS VIEW
1. CALL TO ORDER at 6:30 PM
2. ROLL CALL: Commissioners: Anderson, Arel, Mills, Palm, Wake Wiesner
*Lillemo, *Lundberg, *absent Staff: Peterson Thomas
3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Mills. Motion Passed 5-0
4. APPROVAL OF MINUTES January 27, 2022: Motion to approve by Wake Wiesner, 2nd by
Mills. Motion Passed 5-0
5. PUBLIC INPUT
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. NO RESIDENTS PRESENT
6. SPECIAL BUSINESS
A. Al Stauffacher— Sports Marketing Director - Twin Cities Gate Way-shared the need for
indoor facilities for tournaments and sporting events, possibly at MVCC with expansion.
7. STAFF REPORTS
A. Parks and Recreation -Andy: See attached report. Open positions at front desk, Facilities
Coordinator, Facilities Maintenance, and Seasonal Summer positions. Ice skating was
impacted by weather, but lots of skaters with 687 total users. Usage numbers have
increased except park building rentals are down by 10. We need to try to get MV residents
for photos in the Park and Rec Program Guide.
B. Public Works — Don: See attached report. Drudging at Woodcrest Park.
8. NEW BUSINESS
A. Disc Golf Tournament — Silver View Park — Chris Brewer, 6361 Quincy St., Fridley.
"Silverview Smash" tournament for approximately 50 junior and beginning to intermediate
level adult players. Could add 2-4 temporary baskets for additional holes for a tournament.
Would it need additional clearing of the fairway? Probably not. Would it cause damage to
high value trees? Staff would have to check. What other amenities would it need? Renting
the Park building would be optional depending on cost. Length of tournament is about 4
hours, but would need additional time for set up and take down, so likely all day. Fee about
$20-25 per participant. Tournament would involve renting the course, so it may involve
either letting people play through, or denying them. Signage would be put up ahead of time
to let visitors know. Could coordinate at the same time as Festival in the Park, and would
use the shuttle service, but temporarily holes would need to be out by 3:00 so there is time
for setting up the fireworks. Motion by Palm, 2nd by Wake Wiesner to allow the
coordination of the "Silverview Smash" disc golf tournament, adding 2-4 temporary
holes dependent on location, with a fee of$100 for a one-day event at Silverview
Park this summer. Motion Passed 5-0. Direct Staff to investigate the cost of a disc
golf course rental.
B. Coach of the Year—Andy Thomas- 6 nominees were brought forward. Motion by Mills,
2nd by Arel to put forth coaches 2 and 3 as the MV Coaches of the Year in honor of
Patrick "Homer" Holmes, volunteer coach and MV resident who died in the 35W
Bridge Collapse. Motion Passed 5-0.
