PARKS AND RECREATION AND FORESTRY COMMISSION <br /> 6:30 P.M. I APRIL 27, 2023 I MOUNDS VIEW CITY HALL <br /> MEETING MINUTES MOUNDS VIEW <br /> 1. CALL TO ORDER at 6:30 PM <br /> 2. ROLL CALL: Commissioners: *Anderson, Arel, *Lillemo, Lundberg, Mills, Palm, Wake Wiesner <br /> Staff: Peterson I Thomas <br /> City Council: Acting Mayor Meehlhause, Council Members, Gunn, Lindstrom, *Cermack <br /> Staff: City administrator Zikmund, <br /> *absent <br /> 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Mills. Motion passed 5-0 <br /> 4. APPROVAL OF MINUTES-March 24, 2022: Motion to approve by Wake Wiesner, 2nd by Arel. Motion <br /> Passed 5-0 <br /> 5. PUBLIC INPUT <br /> Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. <br /> Please limit your comments to three minutes. No residents present <br /> 6. NEW BUSINESS <br /> A. Parks Master Plan-See attached documents. Lillemo present at 6:34 PM <br /> "wsb company" would do a comprehensive park evaluation with long term goals for a comprehensive plan <br /> and budget. How is this different from what the Commission does in park tours? How can we get resident input <br /> with our diverse population? Perhaps include some park questions in upcoming city surveys in multiple languages. <br /> We need more details about what would be provided for the money by this company. Three possible things this <br /> company could look at: assessment, needs, opportunities. We need better outreach and better advertisement of <br /> our park amenities. Maybe do a new parks video? Have Discover Your Park evening programs to invite residents <br /> to different parks in the city each week. Have Commissioners and City Council members at the park events to <br /> connect with residents. The company would also look at recreation programing through MVCC. Peterson and <br /> Thomas would appreciate this help with looking at needs and opportunities to free up their time to do required <br /> duties rather than exploration. Direct Staff to invite wsb to come to the Commission meeting and explain <br /> what they could do. <br /> B. Community Center Expansion-See attached map. Several Commissioners attended one of the informational <br /> meetings. What needs might we want to address IF the project moves forward? Ex: Consider size and age <br /> groups of indoor playgrounds. Staff wants the Commission to ask residents and neighbors about MVCC <br /> use and possible playground size and use options. <br /> C. Sustainability —Adding duties to the Commission: See attached packet. Motion by Mills for the Parks, <br /> Recreation and Forestry Commission to take on the sustainability responsibilities. 2nd by Lundberg. <br /> Motion Passed 5-1 <br /> D. Sidewalk and Trial Master Plan- Commissioners should look at the packet to discuss in May or June. <br /> Members of City Council would like sidewalks on every street. They said there has been sidewalk opposition <br /> in neighborhoods that now love their sidewalks. <br /> E. Park Tours — May 25, at 5:30 at Groveland, then Hillview, then City Hall Park <br /> 7. UNFINISHED BUSINESS-NONE <br /> 8. COMMISSIONER REPORTS - Lundberg asked residents for feedback and will bring to next meeting <br /> 9. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS- Holiday light ceremony at City Hall pine trees <br /> with hot cocoa, bonfire, end fire truck parade route in winter. <br />
