ROLL CALL: Commissioners: Anderson, Arel, Lillemo, Lundberg, Palm, *M4s, *Wake <br /> Wiesner Staff: Peterson I Thomas *to be absent <br /> 3. APPROVAL OF AGENDA: Move to move 8A up to after Staff Reports. Motion to approve <br /> by Palm, 2nd by Mills. Motion Passes 4-0 <br /> 4. PUBLIC INPUT <br /> Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full <br /> name and address. Please limit your comments to three minutes. No residents present. <br /> 5. STAFF REPORTS <br /> A. Parks and Recreation -Andy: See attached report. Will turn Oakwood Park to Lacrosse for <br /> the summer. Event Center booked on weekends through October. <br /> Lillemo present 6:34 PM <br /> B. Public Works — Pete: See attached report. <br /> 6. APPROVAL OF MINUTES <br /> January 25, 2024: Motion by Lillemo to approve, 2nd by Palm. Motion Passed 5-0 <br /> 7. NEW BUSINESS <br /> 8A. (moved up) - Eagle Scout, Dalton Diederich built 17 bluebird houses and put them around <br /> Silver View, Greenfield, Groveland, and Oakwood Parks. He worked with City <br /> Staff and other Boy Scout volunteers. <br /> 8. UNFINISHED BUSINESS <br /> A. Ball Field Improvements- City Hall, and Silver View Park-WSB suggests to do the fencing <br /> and dugouts at City Hall Park instead of Silver View Park this year. Commission discussed <br /> doing the fencing at City Hall and wait on the dugouts. Postpone this decision until City <br /> Council makes a WSB decision. <br /> B. Greenfield Park— Ball Field*C8c Pitchers Mounds Replace with all clay mound at a total <br /> cost $4,420. Staff has a concern for the maintenance by City Staff. IBL Representative, <br /> Chris, said he would maintain the mound and work with IBL. Commission is concerned with <br /> changing out a mound that we recently put in. Most teams use metal cleats and to expect <br /> them to change out their shoes for this field is not a viable option and unsafe. We could put <br /> the current mound at Groveland or sell it. We would want a written agreement between the <br /> City and IBL regarding field maintenance by an outside agency, including IBL having <br /> insurance for said maintenance. Motion to move forward with this proposal to City <br /> Council by Lillemo, contingent upon a written agreement regarding maintenance, <br /> safety and insurance with IBL, and look to repurpose or sell the existing mound. 2nd <br /> by Mills. Motion Passed 5-0. <br /> C. Review — Master Trail and Sidewalk Plan updated 2024 — Review for 2024 Street <br /> Maintenance Projects <br />
