MOUNDS VIEW <br />of Mounds View Staff R1 <br />Item No: 8F <br />Meeting Date: February 13, 2023 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9702, Approving and Authorization of a Joint Powers <br />Agreement with the City of Fridley for the 2023 Street <br />Rehabilitation Project — Pleasant View Drive/Stinson Boulevard <br />and continued maintenance of the Street <br />Background/Discussion: <br />The City is in the process of rehabilitating streets that were not included in the 2007 <br />Street Rehabilitation Plan. <br />The proposed 2023 Street Project includes Pleasant View Drive from County Road H2 to <br />County Road I. The West side of Pleasant View Drive, Stinson Boulevard, lies within the <br />City of Fridley resulting in a joint street project. <br />With the proposed reconstruction of Pleasant View Drive, Staff thought it would be <br />appropriate to update and renew the JPA. <br />The City of Fridley has submitted a Joint Powers Agreement (JPA) for the design, <br />oversight of construction along with continued future street maintenance needs such as <br />crack filling, patching and sealing. <br />Staff along with the City Attorney reviewed the JPA and recommend the approval of the <br />agreement. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2023 Budget. <br />Recommendation: <br />Staff is recommending the City Council approve the attached Resolution approving and <br />authorizing the Joint Powers Agreement with the City of Fridley for the proposed 2023 <br />Street Project of Pleasant View Drive, for the design construction oversite and cost share <br />on continued maintenance of crack sealing, patching and sealing. <br />Respectfully submitted, <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />1..0 _11UU11U5 V.U..
