MOUNDS VIEW <br />of Mounds View Staff R1 <br />Item No: 8G <br />Meeting Date: February 13, 2023 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9704, Approving and Authorization for a Joint Powers <br />Agreement with the City of Spring Lake Park for the 2022- 2023 <br />Street Rehabilitation Project — Trail Section along Mounds View <br />Boulevard <br />Background/Discussion: <br />The City is in the process of rehabilitating streets that were not included in the 2007 <br />Street Rehabilitation Plan. <br />The 2022 - 2023 Street Project includes construction of a trail section along Mounds View <br />Boulevard that lies within the City of Spring Lake Park. <br />With the proposed trail section, a JPA for the construction and continued maintenance of <br />the trail is required. <br />Staff contacted the City attorney to create and submit the draft JPA to the City of Spring <br />Lake Park. Spring Lake Park has reviewed and approved the JPA with minor changes. <br />Revisions were made, approved by Staff and the Attorney; the JPA is recommended for <br />approval. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2023 Budget. <br />Recommendation: <br />Staff is recommending the City Council approve the attached Resolution Approving and <br />Authorizing the Joint Powers Agreement with the City of Spring Lake Park regarding the <br />proposed 2022-2023 Street Project for construction of the trail section along Mounds View <br />Boulevard for the design construction oversite and continued maintenance of the trail. <br />Respectfully submitted, <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />The Mounds View Visio. <br />A Thriving Desirable Community <br />
