1 <br />of Mounds View Staff R <br />Item No: 8A <br />Meeting Date: February 13, 2023 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9703, Approving and Authorization for a Memorandum <br />of Agreement with Rice Creek Watershed District Regarding <br />Inspection and Maintenance of Public Drainage Systems within the <br />City of Mounds View <br />Background/Discussion: <br />The City is in the process of a comprehensive Storm Water Pond analysis. Within the <br />storm water system are public drainage systems. Rice Creek Water District (RCWD) is <br />responsible for maintaining these drainage systems. <br />Over the past several years, Staff met with RCWD regarding the maintenance to these <br />public systems. In the most recent conversation with RCWD Staff proposed that the City <br />take over the coordination of the necessary maintenance for these systems. <br />RCWD has submitted a Memorandum of Agreement (MOA) for the inspection and minor <br />maintenance of public drainage systems with the City of Mounds View. <br />Staff along with the City Attorney have reviewed the MOA and recommend the approval <br />of the agreement. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2023 Budget. <br />Recommendation: <br />Staff is recommending the City Council approve the attached Resolution approving and <br />authorizing the Memorandum of Agreement with Rice Creek Watershed District for <br />inspection and minor maintenance of the public drainage systems within the City of <br />Mounds View. <br />Respectfully submitted, <br />(� 00 v 1 - ;, e���— � � <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />A Thriving Desirable Community <br />
