Mounds View City Council January 23, 2023 <br />Regular Meeting Page 4 <br />1 two other critical incidents. <br />3 Council Member Lindstrom indicated the only time the City would need this fencing would be if <br />4 there was a Mounds View specific incident. Further discussion ensured regarding how the JPA <br />5 had requested funding from the State which would assist with purchasing the fencing and could <br />6 assist with lowering the overall expense to the members within the consortium. <br />8 Council Member Lindstrom noted the City would be paying for the JPA and would be paying <br />9 additional fees if the fencing were deployed. Deputy Police Chief Zender reported this was the <br />10 case. He discussed how the JPA was similar to an insurance policy. <br />11 <br />12 Mayor Hull asked if the officers within the police department supported the fencing consortium. <br />13 Deputy Police Chief Zender reported the officers were very positive. <br />14 <br />15 Council Member Lindstrom expressed concern with the fact the Public Works Facility may not be <br />16 protected if a critical incident were to occur in the community. <br />17 <br />18 Council Member Gunn stated she supported the fencing consortium JPA in order to provide more <br />19 protection for the City's police officers. <br />20 <br />21 MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 9690, <br />22 Authorizing the Resolution Adopting the Fencing Consortium Joint Powers Agreement. <br />23 <br />24 Ayes — 5 Nays — 0 Motion carried. <br />25 <br />26 B. Resolution 9694, Local Options Sales Tax. <br />27 <br />28 City Administrator Zikmund requested the Council consider submitting a desire for a local options <br />29 sales tax to the Senate and House Tax Committee. He explained this was a statutory requirement. <br />30 He reported the voters would make the final decision on a local options sales tax. He indicated <br />31 staff was still waiting for clarification on how much a local option sales tax would generate for the <br />32 City. He commented the City Council would be holding further discussions on how to fund the <br />33 Community Center expansion project. He stated it was his understanding there were more and <br />34 more cities utilizing this tool. <br />35 <br />36 Council Member Lindstrom explained he supported the City approving a local options sales tax in <br />37 order to assist with funding the Community Center expansion. He reported the local option sales <br />38 tax would provide funding from all people who spend money in the community. He recommended <br />39 the CSL study be included in the submission to the Senate and House Tax Committee. City <br />40 Administrator Zikmund reported this information would be provided to the legislature. <br />41 <br />42 MOTION/SECOND: Meehlhause/Lindstrom. To Waive the Reading and Adopt Resolution 9694, <br />43 Local Options Sales Tax. <br />44 <br />45 Council Member Meehlhause reported he believed this would be the best way to fund an expansion <br />46 to the Community Center. <br />
