Item No: 8D <br />MOUTP-ms VIEW Meeting Date: Julyu 20ss <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Director/City Clerk <br />Item Title/Subject: Resolution 9954, Adopting Title and Ballot Question <br />Language Pertaining to Organized Solid Wage Collection and <br />Ordering Special Election <br />Introduction: <br />On September 7, 2023, the City Clerk received a citizen petition proposing to amend the <br />Mounds View City Charter, relating to solid waste retroactively to January 1, 2023. After <br />an insufficient finding of the petition was returned to the committee September 29, 2023, <br />a supplementary petition was filed and found to be sufficient on October 13, 2023. The <br />question to adopt or reject the Charter Amendment was submitted to Mounds View <br />voters during a Special Election Tuesday, April 9, 2024, and was adopted. <br />Discussion: <br />The City Council intends to submit a ballot question to Mounds View voters during the <br />general election, November 5, 2024. The question will ask voters if they wish to remain <br />in a competitive market system for solid waste collection or adopt an organized system <br />for solid waste collection. <br />Strategic Plan Strategy/Goal: <br />A progressive City that is a welcoming and desirable destination to all ages and <br />cultures. <br />Financial Impact: <br />The City contracts with Ramsey County Election Services; this item is a budgeted <br />expense. <br />Recommendation: <br />Staff recommends the City Council adopt Resolution 9954, Adopting Title and Ballot <br />Question Language Pertaining to Organized Solid Wage Collection and Ordering Special <br />Election. <br />Respectfully submitted, <br />i��ff <br />Rayla Sue Ewald <br />Human Resource Director <br />Attached: Resolution 9954 <br />Attachment A <br />Attachment B <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
