-y <br />1 <br />City of Mounds View Staff Report <br />Item No: 8H <br />Meeting Date: July 8, 2024 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9957, Approve a Service Contract with Kodiak Power <br />Solutions for the Standby Emergency Generators <br />Background: <br />The City owns 5 emergency standby power generators, located at City Hall, the Booster Station, <br />Public Works, and the Bronson and Groveland lift stations. These units provide emergency <br />power during local power outages and in case of natural disasters. City Hall is designated as the <br />Emergency Operation Center (EOC). The generator at the Booster Station provides power to <br />the main water treatment plant, well #3 and the booster station. The generator at Public Works <br />provides back up power to the building and the SCADA system, a critical system for operating <br />the entire City water and sanitary sewer system. Each of the generators located at the Bronson <br />and Groveland lift stations provide power to the pumps during power outages making sure the <br />sanitary sewer continues to be pumped. <br />While Public Works Staff can perform basic/minor preventative and some limited maintenance <br />they are not trained nor possess the necessary credentials to perform the required annual <br />inspections and testing on these generators. The City has contracted with qualified contractors <br />to perform the required services in the past. Proper preventive maintenance required for <br />standby/ back up power, is to have a certified technician test the generator and provide reports <br />on the test and needed further maintenance or repairs. <br />It should be noted that the generators are run under load each 1st Wednesday of each month, <br />(weather depending) as recommended by the manufacturer. <br />Discussion: <br />Staff recently evaluated the best approach to perform preventative maintenance to the <br />standby/back-up generators for the City and is recommending that Kodiak Power Solutions <br />perform the annual testing and maintenance.
