Item No: 8D <br />Meeting Date: July 8, 2024 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9953 — Organized Trash RFP/Authorization to <br />Negotiate Contract with Successful Respondent <br />Introduction: <br />The City Council has been exploring an Organized Trash Collection system for more than <br />a year, following state statutory guidelines in the process. Upon termination of <br />negotiations with the existing haulers, council directed staff to issue an RFP which was <br />done and the City received proposals from 7 respondents. Staff reviewed the proposals, <br />and council appointed Council Members Meehlhause and Clark to review respondents' <br />submissions. <br />Discussion: <br />As part of the RFP process, Council established "scoring" criteria to reflect City priorities <br />and aid the Council in their determination on whom to negotiate a contract with. <br />Additionally, the RFP required respondents to identify any changes they would seek to <br />the draft contact which was provided with the RFP materials. <br />The criteria established by council was weighted and consists of: <br />Price — 65% <br />Customer Service — 15% <br />Cart Roll Out — 10% <br />Experience — 5% <br />Community Presence — 5% <br />City Administrator Zikmund, in consultation with K & G Legal Counsel Rachel Tierney, <br />scored the RFP responses based upon these criteria. Council Members Meehlhause and <br />Clark, the council -appointed Review Committee, scored the RFP responses <br />independently of staff. <br />Note — Some contract changes proposed by some haulers do, or could, impact <br />pricing/cost. These terms, in addition to others, need to be addressed in formal Contract <br />negotiations, and then evaluated for their impact on price over the life of the contract. <br />Note — Other than the names of the respondents, most if not all of the data contained in <br />the proposals remain confidential and cannot be shared. At the point a contract is signed, <br />that data/information detailed in state statute that is public, becomes public at that time. <br />Council/Staff cannot share specific details of the proposals at this time. <br />MU210\313\962266.v1 <br />
