Item No: 8A
MOUNDS VIEW Meeting Date: July 2024
Type of Business: Council Business
City Administrator Review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Nyle Zikmund, City Administrator
Item Title/Subject: Discharge of Racial Covenants
Second Reading Ordinance 1014 - requiring Discharge of
Discriminatory Covenants on Private Property at Point of
Sale. ROLL CALL VOTE of Ordinance 1014 and ordering
Summary Publication.
Introduction:
At the July 8, 2024 Council meeting, council adopted Resolution 9950 supporting
Mapping Prejudice and providing a $1,000 donation from the Charitable Gambling fund
to further their mission. Council also adopted Resolution 9951 of Support/Joining Just
Deeds Project — a partner in the effort to repudiated Discriminatory Covenants.
Council conducted a public hearing and first reading of Ordinance 1014 - Discharging
discriminatory covenants on private property at point of sale required at the July 8, 2024
Council Meeting.
This is the second reading of Ordinance 1014. Staff has received no correspondence
or communication since the first reading.
Discussion:
Mapping Prejudice Project:
In the past decade, there has been a renewed interest in Minnesota/Metro Area in
discharging them from property records. The University of Minnesota Mapping Prejudice
Project, created in 2016 as an experiment has reset the effort of ease in discharging of
covenants. Their interactive website map allows anyone/property owners with access to
a computer to obtain the basic but critical information to complete DISCHARGE OF
RESTRICTIVE COVENANTS AFFECTING PROTECTED CLASSES Minn.Stat.507.18
Form 40.10.01 (2019).
Upon completion of the form, and submission to Ramsey County Recorders office, which
is waiving the $43 filing fee, the discharge process is completed.
See attachments for more information on the Mapping Prejudice Project
The Mounds View Vision
A Thriving Desirable Community
