Item No: 8B <br /> _ _ Meeting Date: July 22, 2024 <br /> MOUNDS VIEW Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 9962, Approving the Purchase of Additional Concrete <br /> Panels for an Outside Material Storage Bin <br /> Background/Discussion: <br /> The Public Works Department has many responsibilities, and one is to efficiently operate and <br /> manage the storm water system. The system was first constructed in the 1970's and as with <br /> other similar core functions, research, innovation, and best management practices have <br /> changed over the years. In 1974 the Federal Government adopted the Clean Water Act, this <br /> resulted in Cities applying for a MS4 storm water permit with the MPCA that includes best <br /> management practices (BMPs), the City has put many of these BMPs in place to comply with <br /> the permit. One of the many BMPs implemented is the practice of keeping debris out of the <br /> lakes and streams by sweeping the streets. Due to the many Storm Water Infiltration devices <br /> (SIP) installed the Public Works Department has taken a more aggressive approach to this BMP <br /> by sweeping, on an average, of 6-7 times during the spring, summer and fall seasons. (More <br /> sweeping will occur if build up is evident along the gutter lines.) <br /> These sweepings over the years have been accumulated at Ardan Park, behind the Ramsey <br /> County Compost site. <br /> The City Council approved Resolution 9783 authorizing Stantec to complete the assessments <br /> regarding Ardan Park, AA-1.P1 and AA-1-.P2 storm water ponds. Stantec and Staff are <br /> currently preparing and reviewing the 90% completed plans for dredging and improvements to <br /> Ardan Park storm water ponds; the project will also include the removal of the sweeping pile. <br /> With the proposed removal of this sweeping pile, the Public Works Department will need to <br /> change its operation and BMPs for sweeping. This change will require building an additional <br /> material storage bin at the Public Works facility. (See pictures for reference) <br /> The sweeping debris will be stored in the bin and every two years screened for trash and sand <br /> that can be recycled. <br /> Staff reviewed different options and determined that the same type of cement panel that was <br /> installed originally would be the best fit. Staff obtained a quote from Hanson Silo Company for <br /> 10 panels, transitions, installation, and freight for a cost of$20,000.00. <br /> Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Ensure Clean <br /> Water and Maintenance. <br /> Financial Impact: No financial Impact to the 2024 Budget. <br /> Recommendation: <br /> Staff recommends the City Council approve the attached resolution for the purchase of 10 <br /> concrete panels, transitions, installation and freight from Hanson Silo Company of Lake Lillian, <br /> MN at a cost of$20,000.00 to be funded from the Storm Water Fund account 745-4415-705 with <br /> a 2024 budget of$225,000.00 for Storm Water Projects. <br />
