The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 01 <br />Meeting Date: August 5, 2024 <br />Type of Business Council <br />Worksession <br />City Administrator Review <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Mounds View Blvd Critical Corridors Implementation <br />Discussion-City & Ramsey County <br /> <br />Introduction: <br />The Mounds View Boulevard Critical Corridors Design Study was completed and approved by the City Council <br />via Resolution No. 9934 on June 10, 2024. City and County staff met July 22, 2024 to review the final study results <br />and determine which entity is responsible for each of the items listed in the Implementation section of the study. <br />Staff also discussed realistic priorities, timelines, and costs for each item. A column of priority levels is listed in <br />the Implementation section of the study for the Community, Staff, and Council. <br />The Community and Staff priorities have been discussed and listed. All that remains is for the City Council to have <br />a discussion on their priorities and list those as low, medium, or high under the Council Priority Level column in <br />the attached Implementation Chart. (Attachment 1) <br />Ramsey County staff will be present to explain their role in the implementation phase of this study and the <br />timelines, and funding mechanisms for each of the project items. Ramsey County will be applying for funds for <br />several upgrades to Mounds View Boulevard and will likely start to replace and update the signals, drainage, <br />including ADA compliant signals via internal County funding Fall 2024 or Spring 2025. <br />J-Turns for two of the intersections will likely be funded Fall 2028 or 2029 with a possibility of getting funded 2027. <br />There is a possibility to wrap several of the implementation projects into the same County funding process, <br />resulting in a more collaborative and efficient process. If wrapping some of the projects together were to occur, <br />this would save the City on some of the costs. <br />A discussion on what amounts to put into the City’s Capital Improvement Program for these projects would likely <br />start in 2028. By that time, the Ramsey County will know the amount of funding awarded to the overall project and <br />which projects can be wrapped with those dollars. <br />Discussion: <br />The Council to hear an update from City and County staff, then discuss and determine the Council’s priority levels <br />for each project item to be documented in the project priority level section of the Mounds View Boulevard Corridor <br />Study. <br /> <br />Strategic Plan Strategy/Goal: <br />Maintain and update the City Street Program by supporting the street levy, and long-range planning. Continual <br />coordination with Ramsey County to upkeep amenities and appearances of County owned roads within Mounds <br />View with an emphasis on improving and beautifying Mounds View Boulevard. <br /> <br />Financial Impact: <br />TBD. Depends on approved and awarded funding amounts to Ramsey County for the MV Corridor street project. <br />Then approximately 2028 the City can determine their estimated costs for any remaining projects. <br /> <br />Recommendation: <br />Staff recommends the City Council discuss and determine the priority levels of each project and direct staff <br />accordingly. <br />
