May 22, 2006 <br />Random Park Building <br />Fire Sprinkler System <br /> <br />The International Building Code has a classification system for buildings. “Group A” buildings are for assembly type buildings. This includes buildings such as community halls, churches, <br /> libraries, etc. “Group U” buildings are for utility and miscellaneous buildings. Examples include barns, carports, sheds, etc. The Golf Course Clubhouse was originally classified as <br /> a “Group U” building. However, it clearly meets the criteria for a “Group A” building. The classification for the new Random Park building will therefore be classified as a “Group A” <br /> building. <br /> <br />The International Building Code does not require a Group A building, with the characteristics of the Random Park building, to have a fire suppression system (i.e. sprinkler system). <br /> <br /> <br />The International Building Code does however allow for a municipality to adopt a more restrictive State Building Code. <br /> <br />The optional more restrictive State Building Code requires all Group A buildings to have a fire suppression system. <br /> <br />On June 13, 1983 the City of Mounds View adopted this optional more restrictive State Building Code. This was done via Ordinance 343 and was referred to as “Appendix E” of the State <br /> Building Code. <br /> <br />Again, on May 27, 2003 the City of Mounds View adopted this optional more restrictive State Building Code. This was done via Ordinance 715 and was referred to as “Chapter 1306” of the <br /> State Building Code. <br /> <br />Jay Bros., Incorporated, the contractor for the Random Park Building Replacement Project, solicited quotes from five companies to add a sprinkler system to the Random Park Building. <br /> <br /> <br />Two quotes were received. The low quote was from Viking Automated Sprinkler Company. The total cost for the installation of a sprinkler system to the Random Park Building is approximately <br /> $43,342. This includes the installation of a 4-inch water service for the system. The second quote plus a 4-inch service was $51,170. <br /> <br />As per Chapter 1306 of the State Building Code, a fire suppression system would be required for a park building, regardless of whether the City constructed a new building or the clubhouse <br /> was moved to this site and its classification was changed. <br /> <br />At this time Staff is seeking a motion from the City Council to authorize proceeding with the installation of a sprinkler system at the Random Park Building. A change order would be <br /> presented on June 12, 2006 for official approval by resolution.
