May 22, 2006 <br />Aandom Park Building <br />Fire Sprinkler System <br />❑ The International Building Code has a classification system for buildings. "Group <br />A" buildings are for assembly type buildings. This includes buildings such as <br />community halls, churches, libraries, etc. "Group U" buildings are for utility and <br />miscellaneous buildings. Examples include barns, carports, sheds, etc. The Golf <br />Course Clubhouse was originally classified as a "Group U" building. However, it <br />clearly meets the criteria for a "Group A" building. The classification for the new <br />Random Park building will therefore be classified as a "Group A" building. <br />❑ The International Building Code does not require a Group A building, with the <br />characteristics of the Random Park building, to have a fire suppression system <br />(i.e. sprinkler system). <br />❑ The International Building Code does however allow for a municipality to adopt a <br />more restrictive State Building Code. <br />❑ The optional more restrictive State Building Code requires all Group A buildings <br />to have a fire suppression system. <br />❑ On June 13, 1983 the City of Mounds View adopted this optional more restrictive <br />State Building Code. This was done via Ordinance 343 and was referred to as <br />"Appendix E" of the State Building Code. <br />❑ Again, on May 27, 2003 the City of Mounds View adopted this optional more <br />restrictive State Building Code. This was done via Ordinance 715 and was <br />referred to as "Chapter 1306" of the State Building Code. <br />❑ Jay Bros., Incorporated, the contractor for the Random Park Building <br />Replacement Project, solicited quotes from five companies to add a sprinkler <br />system to the Random Park Building. <br />❑ Two quotes were received. The low quote was from Viking Automated Sprinkler <br />Company. The total cost for the installation of a sprinkler system to the Random <br />Park Building is approximately $43,342. This includes the installation of a 4 -inch <br />water service for the system. The second quote plus a 4 -inch service was $51,170. <br />❑ As per Chapter 1306 of the State Building Code, a fire suppression system would <br />be required for a park building, regardless of whether the City constructed a new <br />building or the clubhouse was moved to this site and its classification was <br />changed. <br />❑ At this time Staff is seeking a motion from the City Council to authorize <br />proceeding with the installation of a sprinkler system at the Random Park <br />Building. A change order would be presented on Julie 12, 2006 for official <br />approval by resolution. <br />
