Item No. 4B <br />Meeting Date: November 6, 2006 <br />Type of Business: WK <br />WK: Work Session; PHI- Public Hearing, <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br />Item Title/Subject: Mounds View Community Center and Park Facility <br />Fee Structure Proposal <br />Background: <br />The Mounds View Community Center Advisory Committee and the Parks and <br />Recreation and Forestry Commission have been reviewing the current fee <br />structure in anticipation of updating the 2007 City of Mounds View Fee Schedule. <br />Discussion: <br />There are three main areas that were reviewed: Areas at the Community Center <br />(event center, multi-purpose rooms, gym), Park Buildings, and Field Use. <br />In addition to adjusting the fees to account for inflation and other factors, there <br />were several issues that were identified as needing to be addressed. <br />• There are two different classifications systems for areas at the Community <br />Center and Park Buildings. These should be consolidated. <br />0 Establish more detailed rates for the Community Center based on <br />classification and length of usage. <br />• Class IV rates for Park Building may be too low considering the cost of <br />cleaning up after an event. <br />0 City Hall Park Shelter should be added to the list. <br />• All rental items (Areas at the Community Center, Park Buildings and Field <br />Use) should be combined into one document with one classification <br />system (i.e. the 2007 Fee Structure). <br />0 Change Mounds View Athletic Associations to Class I (from Class 11). <br />
