November 6, 2006

T-Mobile Antenna Proposal at Groveland Park

A list of questions / issues the Parks and Recreation and Forestry Commission would like to have addressed with the T-Mobile proposal.

1. Why is the preferred location Groveland Park? Can it be located somewhere else on City property? example: east side of Arden Park next to Trunk Highway 10...

2. If the lease is terminated, will the City gain ownership of the pole and building?

3. What would be the terms of the agreement if city owned lights are mounted onto the pole?

4. Will there be additional liability the City assumes as a result of having a 100' pole on City property? Are there impacts to the City insurance rates?

5. What is T-Mobile's policy on vandalism control and remediation (example: if graffiti is painted onto the building how and when would T-Mobile correct this?

6. There typically a "collapse zone" established for a tower structure? What is this and how will it affect the use of the park property?

7. Can the city require similar architecture and/or building materials and/or color as the new Groveland building?

8. How tall are the light poles at our current softball fields?
40’ lights at Groveland

9. What are companies paying for the towers on top of the water tower? Is the $800 a fair price? Too high? Too low?

10. Do you need 100’? Can a shorter tower still work?

11. Will it require a red beacon for air traffic? How will this impact area residents?

12. Can we put the building elsewhere in the park and run underground cables to the pole?
13. Is this only for T-Mobile? Can other cellular companies use it?
Co-location by other companies?

14. Does this set precedence for T-Mobile or other companies to put towers in other parks? HUGE CONCERN BY PR&F

15. Who owns the pole? Can other companies co-locate on this pole if city owns it? If T-mobile owns it?

16. Can we have a required path to get to building? Especially in spring with road restrictions and thawing park land?

17. Will T-Mobile be required to repair any park land damaged by frequency of trucks?

18. How will T-Mobile design landscaping around building? Will they pay for re-sodding, etc?
