Park Improvement Plan – On February 22, 2007 the Commissioners updated the Park Improvement Plan. The capital items (Long Term – Category “C” Items) in the Park Improvement Plan get <br /> added to the City’s overall Capital Improvement Program (CIP). The draft CIP is scheduled to be reviewed by City Council on April 2, 2007. If there are Category “C” Items in the Park <br /> Improvement Plan that the Commissioners would like to revised (add, delete, revise, or change the year programmed) this should be discussed at this meeting. Category A and B items can <br /> be addressed as part of the annual park tour / review. <br />Regarding item at Hillview parking lot with sidewalk to Hillview Park Shelter, eliminate parking lot due to road project elimination. Continue with sidewalk plan. <br /> <br />Park Watch Program – Commissioners Aukee and Kunz will draft an article for the Town Hall Meeting. <br /> <br />Meeting with City Council – Annually the Commission meets with the City Council. This has been set for April 2, 2007. A list of topics to be discussed include: <br />*Oakwood Park plan <br /> *Improving ball fields <br /> *How does the Commission fit in with operation of the MVCC? <br /> *Does the City Council think we should attend more city council meetings? In mass? <br /> *Representative on BBC Committee? <br /> *Is seven adequate number of Parks and Recreation and Forestry Commissioners? <br /> <br />Parks Promotional Video - The City will be creating a promotional video that will be shown on cable TV and at the Town Hall Meeting. <br /> <br />Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the playground equipment at Hillview Park. Will consider originally proposed Oakwood playground <br /> at April meeting. <br /> <br /> <br />6. New Business: <br />Tree Preservation & Landscaping Ordinance - Community Development is looking for recommendations on the draft ordinance and possibly motion of support. <br /> Heidi Heller, Community Planning Development <br /> Rick Wriskey, City Forester <br /> Concerns by Commission: <br />Enforcement <br />Residents causing tree death in order to circumvent the ordinance <br />Applying to existing residents/single family properties vs. new development (whether commercial or residential), redevelopment or subdivisions <br />How would this apply to city-owned property? <br />Is replacement required on same property? <br />Encourage people to plant in existing residential properties <br />Do contracted landscapers need city permit/license to work within city? <br />Does the city list contractors with city licenses/permits on website? Should it? (without endorsement) <br />Staff will return with future drafts. Commission would like to be apprised of future drafts before making official approval of document.
