Many other cities in <br />the Twin Cities have adopted some level of tree preservation <br />ordinances over the last several years. Currently this is an <br />on-going discussion in Mounds View, with possible adoption <br />occurring around June 2007. This ordinance would encour- <br />age tree preservation, have tree replacement requirements <br />after a certain amount of tree removal, and specify landscap- <br />ing requirements for new development. City staff is working <br />closely with the City Forester, City Council, Planning Com- <br />mission, and Parks, Recreation & Forestry Commission to <br />find a balance between having some regulations for tree re- <br />moval and replacement standards, and the rights of property <br />owners to do what they want with the trees on their property. <br />The City would like to hear comments and suggestions from <br />residents, such as: <br /> <br />Do you support any level of a tree preservation ordinance <br />in Mounds View? <br /> <br />Should there be tree removal and replacement regula- <br />tions put on existing property owners? <br /> <br />Should the ordinance be limited to new development <br />only? <br /> <br />Any feedback is appreciated. The members must be Mounds View residents <br />and are appointed by the District Judge to four-year overlap- <br />ping terms. Approximately half of the appointments expire <br />every two years. The Commission originated in 1979 when the <br />City of Mounds View adopted a Home-Rule Charter Plan. The <br />Charter Commission currently meets on the second Tuesday <br />of the month or as needed. <br /> <br />The Mounds View Home Rule Charter establishes the basic <br />organization, functions, and operational procedures of our city <br />government. The purpose of the Charter Commission is to <br />serve as custodians of the Mounds View City Charter in accor- <br />dance with state laws to ensure that the Charter is an effective <br />and workable document that will benefit our residents in over- <br />seeing city operations and expenditures. For more informa- <br />tion about serving on the Charter Commission and a copy of <br />the application, contact Desaree Crane at 763-717-4016, or <br />download and print the application on the Mounds View <br />Website at: http://www.ci.mounds-view.mn.us/docs/ <br />chartapp.pdf <br />INSPECTIONS FOR RENTAL PROPERTIES <br />TO BEGIN <br /> <br />Beginning in May and continuing throughout the summer, <br />the City of Mounds View will be conducting annual inspec- <br />tions of all licensed multiple dwelling properties. The City <br />requires all multiple dwellings with two or more dwelling <br />units to obtain a multiple dwelling license from the City; the <br />licensing process requires an annual inspection of the prop- <br />erty. <br /> <br />Inspections are conducted in accordance with the City’s <br />Housing Maintenance Code, (the International Property <br />Maintenance Code with local amendments) and the Minne- <br />sota Fire Code. In addition to selected dwelling units, mini- <br />mum inspection standards require that the building exterior, <br />exterior property surrounding the building, hallway corri- <br />dors, and other public areas be inspected. Not every dwell- <br />ing unit will be inspected, however, any dwelling unit will be <br />inspected upon the request of the resident. The purpose of <br />these annual inspections is to ensure that all registered <br />multiple dwellings are properly maintained and that no haz- <br />ardous conditions exist, thus, protecting the health, safety, <br />and welfare of the public. <br />IN THE EVENT THAT YOUR UNIT IS <br />INSPECTED AND DOES NOT PASS…. <br /> <br />Depending on the exact nature of the violation, a follow-up <br />inspection will be scheduled approximately 30 days from <br />the date of the initial annual inspection.
