• Development of a Lake Owners Association — activities to accomplish this have been started and are still in process. • The Lake Owners Association would need to submit a plan and permit application to the DNR • The DNR may require further study of the impact of adding water into Spring Lake due to the fact that the water which would be introduced into the lake will be of a lower quality than the water currently within Spring Lake (the water proposed to be introduced would be Mississippi River water) • The Rice Creek Watershed District may assist in a lake study, if needed. A permit / approval may also be needed from the Rice Creek Watershed District to raise the water level. • The Lake Owners Association would need to purchase water from the Saint Paul Regional Water Services. • Saint Paul Regional Water Services will require the three cities that have local jurisdiction over the area the lake occupies to enter into to a Joint Powers Agreement. • The Lake Owners Association will need to establish funding sources to pay for the purchase of the water. Removal of various organic vegetation Removal of vegetation can be done by individual property owners, or could be done collectively as a larger project conducted through the Lake Owners Association • Removal of vegetation will require a DNR permit for individual projects greater than 2500 square feet. • Removal of vegetation from more than 15% of the lake's surface is not permitted under current DNR rules and would require a variance from the DNR. • If a larger project is conducted through the Lake Owners Association, funding sources will need to be established. To accomplish the goals of the Lake Owners Association; to raise the current water level and remove various organic vegetation around and within the lake, staff anticipates that the association will be seeking the following from the City of Mounds View: • To become a Lake Owners Association member. • To support the proposed introduction of water into the lake and removal of organic vegetation from the lake. • Enter into enter into to a Joint Powers Agreement with the City of Spring Lake Park and the City of Fridley. • To provide sufficient funds for the purchase of water and payment for the removal of vegetation.
