• Development of a Lake Owners Association — activities to accomplish this <br />have been started and are still in process. <br />• The Lake Owners Association would need to submit a plan and permit <br />application to the DNR <br />• The DNR may require further study of the impact of adding water into <br />Spring Lake due to the fact that the water which would be introduced into <br />the lake will be of a lower quality than the water currently within Spring <br />Lake (the water proposed to be introduced would be Mississippi River <br />water) <br />• The Rice Creek Watershed District may assist in a lake study, if needed. A <br />permit / approval may also be needed from the Rice Creek Watershed <br />District to raise the water level. <br />• The Lake Owners Association would need to purchase water from the <br />Saint Paul Regional Water Services. <br />• Saint Paul Regional Water Services will require the three cities that have <br />local jurisdiction over the area the lake occupies to enter into to a Joint <br />Powers Agreement. <br />• The Lake Owners Association will need to establish funding sources to <br />pay for the purchase of the water. <br />Removal of various organic vegetation <br />Removal of vegetation can be done by individual property owners, or <br />could be done collectively as a larger project conducted through the Lake <br />Owners Association <br />• Removal of vegetation will require a DNR permit for individual projects <br />greater than 2500 square feet. <br />• Removal of vegetation from more than 15% of the lake's surface is not <br />permitted under current DNR rules and would require a variance from the <br />DNR. <br />• If a larger project is conducted through the Lake Owners Association, <br />funding sources will need to be established. <br />To accomplish the goals of the Lake Owners Association; to raise the current <br />water level and remove various organic vegetation around and within the lake, <br />staff anticipates that the association will be seeking the following from the City of <br />Mounds View: <br />• To become a Lake Owners Association member. <br />• To support the proposed introduction of water into the lake and removal of <br />organic vegetation from the lake. <br />• Enter into enter into to a Joint Powers Agreement with the City of Spring <br />Lake Park and the City of Fridley. <br />• To provide sufficient funds for the purchase of water and payment for the <br />removal of vegetation. <br />
