Item o. 6 <br />Type of Business: WK <br />WK: Work Session; PH: Public Hearing; <br />aring; <br />CA: Consent Agenda; CB: Council Bsiness <br />M <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public forks <br />Item Title/Subject: Introduction of water into Spring Lake <br />Update Report <br />Meeting Date: April 1, 2002 <br />Background: <br />Attached for Council's review is the following: <br />• A memorandum from Evan Drivas, Hydrologist for the Department of <br />Natural Resources <br />® A memorandum from Chuck Johnson of the Rice Creek Watershed istrict <br />to the Board of Managers <br />These memorandums summarize to some degree the issue at hand with Siring <br />Lake, namely the introduction of water into Spring Lake to increase its curreIkt <br />water level. <br />Discussion: <br />On March 14th 2002, staff met with Parks and Recreation Director for the Ci <br />Spring Lake Park, Marian Rygwall, and the Public Works Director for the Cil <br />Fridley, Jon Haukaas. The issue of introducing water into Spring Lake was <br />discussed. Staff was informed that the Rice Creek Watershed District has g <br />this a "Cautious Approval" to proceed and suggested that the residents arot <br />Spring Lake form an official lake association. The water would be coming fr, <br />the St. Paul Regional Water Services (SPRWS). <br />Before SPRWS will allow water to be discharged into Spring Lake, they will <br />require that the three adjoining cities (Mounds View, Spring Lake Park, and <br />Fridley) enter into a joint powers agreement with the Board of Water <br />Commissioners of the City of St. Paul. It is anticipated that a draft of this <br />document will be delivered to the City by April 3, 2002 and will be placed or <br />Council agenda for April 8, 2002 for review, revision, or authorization of <br />execution. <br />of <br />Of <br />ven <br />nd <br />Im <br />the <br />
