Parks and Recreation and Forestry Commission Meeting Minutes <br />November 15, 2007 <br />6:37 P.M. <br />1. Roll Call: Kunz, Kroeger, Long, Arel, Palm, Peterson <br />Staff Present: Lee, Dazenski, Weldon, Prindle <br />2. Approval of minutes from the October 25, 2007 meeting. Motion by Arel, 2" `' by Long to approve <br />minutes. Motion passed 6-0. <br />3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners <br />on issues of concern. No residents approached. <br />4. YMCA Update: Weldon reported on activities: Basketball has increased, especially with colder weather <br />and days off of school. Dec. 8th picture with Santa 9-10:30 am. <br />Ice rinks flooded mid -December. Accepting applications for rink supervisors. <br />April -October rentals: Hillview 32 rentals; Random 63 rentals, SilverView 60, City Hall 20, Groveland 12 <br />rentals. <br />Hillview, Lambert, and Groveland had the park programs with use four days a week, Rentals include Lions <br />Club, Boy and Girl Scouts as well as private residents. <br />5. Unfinished Business: <br />a.) Parks Promotional Video — Any further discussion / coordination for the Parks Promotional Video. <br />MVCC, Oakwood, Lakeside, Hillview, and Lambert are left to shoot. MVCC after December <br />meeting. <br />b.) Disc Golf Course — The Commission directed staff to prepare a rough estimate for cost of foot bridges; <br />and a bottom line cost estimate for the three options of 9, 12, and 15-hole courses for this meeting. An <br />updated spreadsheet of the estimated costs has been completed and include foot bridges and a parking <br />lot. 9-hole: $54,860; 12-hole: $53,180; 15-hole: $65,500; 18-hole: $75,820 <br />The 9 hole course could be a problem to make user friendly because of the elimination of the southern <br />holes. It would end at a substantial distance from the 1st hole, leaving a long walk back to the car. <br />The 12 hole is very user friendly and requires only three bridges. A 15' bridge on the 4th hole, a 15 <br />footer on the 9th hole, and a 20' bridge on the loth hole. We can plan on $500.00 per bridge <br />The 15 hole course does not require any additional bridges over the 12 hole course. <br />The Commission also directed Staff to contact the City's Forester, Rick Wriskey, for a quantitative tree <br />impact. Rick Wriskey reviewed the site on November 14`1'. Mr. Wriskey reported that minor removals <br />would be necessary. <br />Concerns by the commission include cost, neighborhood reaction, unexpected funds toward Lakeside <br />Park playground. We want to see what residents want done about the park as well as other ideas the <br />community may have to spend park money on. If not an additional disc golf course, then what? We <br />will put in a segment in the Mounds View Matters asking for input from residents to come to the <br />January meeting to discuss possible ideas. <br />
