Parks and Recreation and Forestry Commission Meeting Minutes <br /> September 25, 2008 <br />6:30 P.M. <br /> <br />1. Call to Order at 6:34 P.M. <br /> Roll Call: Kunz, Kroeger, Long, Palm, Arel <br /> Staff Present: Szurek, Erickson <br /> <br />2. Approval of minutes from the August. 28, 2008 meeting. Motion by Arel 2nd by Kunz to approve the minutes. Motion Passed 5-0. <br /> <br />3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. No residents present. <br /> <br />4. YMCA Update: Kirk Erickson <br /> Fall Community event tentative for Oct. 11th. Looking for donations from local businesses for prizes. <br /> $5 per family regardless of family size. <br /> Fall programming underway. Gearing up for winter programs beginning in Nov. <br />Swimming this past session was full. <br /> Two adult basketball programs will be offered. <br /> Presented data concerning # of reservations for buildings and field resident vs. non-resident as well as revenue resident vs. non-resident. Discuss rental fields at Oct. meeting after <br /> MVCC has “fair share” discussion with SAB and IBL. <br /> <br />5. Unfinished Business: <br />√a. Hillview Ball field- Grading has been started and should be completed in the next two weeks. <br />* Grading and seeding have been completed, aglime has been redone. The grass is coming in nice. <br /> <br />b. Oakwood/Greenfield Trailway: Staff recommends that we continue with our maintenance type repairs and wait and see what the RCWD accomplishes. We will be doing minor repairs to the <br /> trail surface and trimming around the plantings. (seedlings and established trees) <br /> *Preliminary grading has been done. We will be applying the 3/8 minus now that the pathway has been <br /> leveled. We removed some of the less desirable base to accommodate this step. <br /> <br />c. Silver View Park: The proposals for the aerators has been received, they came in higher than expected, we will want to talk about this. One of the pumps that we attained from the <br /> Bridges Golf Course may have to be replaced. The cost for trenching and supplying the power is right at the limit of what was budgeted. <br />*Staff would like to carry this over to October meeting. <br /> <br />d. There was the suggestion of starting an “ADOPT-A-PARK” program. Information has been submitted for the website, cable TV, and MV Matters. <br /> <br />√e. Off-leash dog park. Where could we put one in Mounds View? Oakwood, north of Hillview? Arden, behind compost? Oakwood north on Quincy along freeway? Commission reviewed aerial <br /> maps that included the proposed areas for the dog park. The 40’ X 100’ size that was mentioned in the last meeting would cost approximately: $5,000 for the fence, $1,200 to $1,500 for <br /> gates (one for equipment access and one smaller one for user access), $800 for a picnic table and bench. This does not include cost of chipping and trash cans as there are so many variables. <br /> A 40’ X 100’ dog park figures out to be less than 1/8 of an acre. For an average sized dog with normal stamina this would be very small. The smallest that we found was a little less <br /> than .5 acres and the average was 6 to 8 acres. Some of them were as large as 60 + acres.
