The Committee further recommends (by a unanimous vote) that “chokers” be <br />used as appropriate at key locations along the segment Red Oak Drive from <br />Hillview Road to Long Lake Drive to reduce the width in an effort to produce <br />traffic calming and reduce speeds. The final number and locations of the <br />chokers is not yet decided, and will be determined through further development <br />of the street design. <br />4. Red Oak Drive Pedestrian Corridor <br />Red Oak Drive has been designated as a potential pedestrian/bicycle corridor in <br />the City’s Comprehensive Sidewalk/Trailway Plan. The Streets and Utilities <br />Committee recommends (by a unanimous 6-0 vote) that the single 8-foot wide <br />parking lane provided on Red Oak Drive also be used to accommodate <br />pedestrian and bicycle traffic. No separate on-street designated <br />pedestrian/bicyclist lane or boulevard sidewalk is recommended. However, short <br />segments of sidewalk may be needed to cross the “chokers” identified in the <br />previous item. <br />5. Hillview Road Non-Standard Street Width <br />Hillview Road from Long Lake Road to Fairchild Avenue is presently 42 feet <br />wide, consisting of two driving lanes and a full-width shoulder along each side. <br />Parking is currently allowed on both sides of the road, with the exception of along <br />the south side of the road between Greenwood Drive and Long lake Road. <br />Hillview Road from Long Lake Road to Red Oak Drive also serves as a route for <br />buses operated by Metro Transit. <br />The segment of Hillview Road from Long Lake Road to Red Oak Drive has been <br />designated by the City of Mounds View on the Municipal State Aid Street System <br />as administered by the Minnesota Department of Transportation (MnDOT). <br />Therefore it must be designed and reconstructed to meet State Aid requirements <br />in order to receive State Aid funding. <br />The Committee recommends (by a unanimous 6-0 vote) that Hillview Road be <br />constructed to a width of 40-feet from face of curb to face of curb. This would <br />allow two 12-foot wide driving lanes and an 8-foot wide parking lane on each side <br />of the road, as recommended by State Aid. Locations where parking is currently <br />allowed and prohibited along Hillview Road are to be unchanged from their <br />current condition. <br />6.
