Item: 8A & 8B <br /> MOUNDS VIEW <br /> PUBLIC'WORKS • PARKS&RECREATION <br /> MEMORANDUM <br /> To: Parks & Recreation & Forestry Commissioners <br /> From: Don Peterson — Director of Public Works/Parks and Recreation <br /> Date: July 25, 2024 <br /> RE: Park Building, Pavillions Rental — Park Rules <br /> Discussion/ Background <br /> On July 4, 2024 a groupof Non-Residents rented several of the Splash Pad Pavillions, <br /> P <br /> the group informed the Mounds View Police Department that "they will be having a <br /> festival, with a very large gather of people" The group had loud music being played and <br /> when neighbors asked if they would turn the volume down, they were treated with <br /> disrespect. The group had vehicles drive on City trails/sidewalk so that they could set up <br /> tents to sell merchandise, later in the day parked ice cream truck was on the trail to <br /> sell ice cream. <br /> When residents/park users wanted to utilize the Splash Pad, this group said no because <br /> they had it rented and told them to leave. Later in the evening members of the group lite <br /> fireworks in the concrete area of the Splash Pad, near the people and close to the <br /> P P P <br /> Splash Pad building. <br /> Mounds View Police Department responded to several calls to the Splash Pad and tried <br /> to correct the actions and behavior of the group. <br /> Staff has reviewed the City rental policy, fee schedule and Park rules. Staff has also <br /> requested the same information from a few surrounding Cities. <br /> Staff is requesting that the Commission review the policies and Park Rules to provide <br /> feedback and or comments to Staff. <br /> Respectfully submitted, <br /> MBK <br /> Don Peterson <br /> Director of Public Works/Parks and Recreation <br />
