PARKS AND RECREATION AND FORESTRY COMMISSION <br /> 6:30 P.M. I APRIL 25 ,2024 I MOUNDS VIEW CITY HALL <br /> MEETING MINUTES MOUNDS VIEW <br /> 1. CALL TO ORDER at 6:30 PM <br /> 2. ROLL CALL: Commissioners: Anderson, Arel, Lillemo, Lundberg, Palm, Mills, Wake Wiesner <br /> Staff: *Peterson I Thomas I Szurek *to be absent <br /> 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Lundberg. Motion Passed 6-0 <br /> 4. APPROVAL OF MINUTES: March 28, 2024: Motion to approve by Lillemo, 2nd by Wake Wiesner. Motion Passed 6-0 <br /> 5. PUBLIC INPUT <br /> Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. <br /> Please limit your comments to three minutes. NO residents present. <br /> 6. STAFF REPORTS <br /> A. Parks and Recreation -Andy: See attached report. Hiring seasonal positions and front desk staff as well as a <br /> group fitness instructor. Anderson present. Park building rentals, Event Center, Gym/Meeting Rental, and <br /> Open Gym rentals are up from last year. <br /> B. Public Works — Pete Szurek: See attached report. Full for Seasonal Staff! Invite residents to Groveland Park <br /> tomorrow at noon for Tree City USA tree planting for Arbor Day tomorrow! Forestry delay because cities <br /> cannot take branches to the Ramsey County Compost sites now. Hopefully they will be back up and accepting <br /> branches in May. Clay mound is installed at Greenfield Park and the agreement for maintenance has been <br /> signed by IBL. <br /> 7. UNFINISHED BUSINESS <br /> A. Ball Field Improvements — Shed location Concrete Slab: IBL would like the shed location as soon as possible <br /> regardless of the fencing status. City would put in a 14' x 14' concrete slab about $2352, and IBL would put up <br /> the wood shed and maintain it. Would need a signed agreement and shared keys. Location as discussed at <br /> the last meeting. Motion by Wake Wiesner to move forward with the concrete slab location as <br /> discussed as long as IBL signs the building maintenance agreement with the city and necessary <br /> permits are pulled for the shed. 2nd by Mills. Motion Passed 7-0 <br /> B. Greenfield Park— Pitching Mound — Update on Agreement. All is good with IBL. Needs some consistent <br /> tamping and drying out to firm up. <br /> 8. NEW BUSINESS <br /> A. Ardan Park Storm Water Pond Update — Stantec: Stantec is helping with grant writing from the DNR to help <br /> with costs for both Ardan and Silverview storm water pond. <br /> B. Literacy Trail — Partnership with Ramsey County Library: They want to do a partnership project, but there are <br /> no cost estimates or plans in place. <br /> C. Joint City Council / Park, Recreation/Forestry Commission Meeting, June 3, 2024, City Council Work Session <br /> —Topics to Cover: A plan of funding going forward and how to address future funding options. Community <br /> Center Review over the last 3 years, and what's the future plan? Inclusive Playgrounds. Fine-tune in May. <br /> D. Park Tour— Select Park (s) for May Commission Meeting, to include tour of Public Works Facility. Public <br /> Works Facility, Lambert Park, Hodges Park. Start at 5:30 PM, Meeting at 7:00 PM <br /> 9. COMMISSIONER REPORTS: Look at going out to see parks in other communities, Festival in the Park group did <br /> a clean-up in Silverview Park last weekend. Tribute Park meeting May 14, 2024. Girl Scouts will be planting at <br /> Hillview Park Building and Sign, and hopefully Groveland soon as well. Naming of"Open Spaces" in our parks <br /> (i.e. space across from Oakwood Park near the start of the trail). <br />
