RESOLUTION NO. 9980 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> Resolution Approving the Preliminary Property Tax Levy for Fiscal Year 2025 <br /> and Setting the Public Hearing Date <br /> WHEREAS, state statute requires cities to certify a preliminary tax levy to the county auditor; and <br /> WHEREAS, guidelines established by the Commissioner of Revenue require certification to occur <br /> on or before September 30, 2024; and <br /> WHEREAS, the City Council has elected to have a preliminary City levy(not including the EDA levy) <br /> increase of 9.13% and; <br /> WHEREAS, a referendum levy passed in 2004 for two additional police officers is set at $280,000 <br /> and a referendum levy passed in 2017 for one police officer is set at$140,000; and <br /> WHEREAS, the debt service tax levies have been adjusted or cancelled based on the City's review <br /> of its debt service levy requirements and the City will levy$507,928 (a reduction of$3.20 from the debt levy <br /> schedule); and <br /> WHEREAS,the street levy is increasing by$150,000 to$300,000 to meet the demands of continuing <br /> to improve and maintain the streets. <br /> NOW THEREFORE, BE IT RESOLVED that the proposed sums of money be levied for collection in <br /> 2025 upon the taxable property in said City of Mounds View for the following purposes: <br /> 2024 2025 Increase/ <br /> Levy Levy Decrease Change <br /> General Levy 5,744,565 6,176,296 431,731 7.52% <br /> Referendum Levy 385,000 420,000 35,000 9.09% <br /> Fire Debt 88,910 89,640 730 0.82% <br /> GO Debt 416,293 418,288 1,995 0.48% <br /> Capital (Streets) 150,000 300,000 150,000 100.00% <br /> 6,784,768 7,404,224 619,456 9.13% <br /> BE IT FURTHER RESOLVED that the Truth-In-Taxation meeting will be held on December 2, 2024 <br /> at 6:00 pm with a continuation meeting to be held on December 9, 2024 at 6:00 pm if needed. <br /> BE IT FURTHER RESOLVED that the Finance Director shall certify these amounts to the Ramsey <br /> County Auditor. <br /> Adopted this 9t" Day of September 2024. <br /> Zach Lindstrom, Mayor <br /> (ATTEST) <br /> (SEAL) Nyle Zikmund, City Administrator <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
