MOUNDS VVf_EW_ <br /> Item No: 0Meeting Date December 11, 2023 <br /> Type of Business: Council Business <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Rayla Sue Ewald, Human Resource Director <br /> Item Title/Subject: Resolution 9844, Approving a Three Year Labor Agreement with the <br /> Public Works Collective Bargaining Unit Effective January 1, 2023 through <br /> December 31, 2025 <br /> Introduction: <br /> The previous labor agreement with the Public Works Collective Bargaining Unit expired December 31, <br /> 2022. The City and the Bargaining Unit conducted a series of negotiation sessions from the beginning of <br /> 2022 through December 5, 2023, and have come to an agreement on terms for the three-year period <br /> beginning retroactive to January 1, 2023. <br /> Discussion: <br /> The Agreement provides for the following changes: <br /> Article 17— Insurance <br /> For 2023, the City will contribute a maximum amount of$1,200 per month toward each employee's <br /> insurance, a $30 increase over the 2022 contribution of$1,170, plus $200 towards their HSA account. <br /> For 2024, the City will contribute a maximum amount of$1,245 per month toward each employee's <br /> insurance, a $45 increase over the 2023 contribution of$1,200, plus $200 towards their HSA account. <br /> For 2025, the table below would apply. If, for example, health insurance premiums increase by 12% for <br /> 2025, the City would increase its monthly contribution to$1,290. <br /> If the Health Insurance The Maximum Monthly City Contribution <br /> Premium Increases by will increase by: <br /> Less than 1% No change <br /> 1% to5% + $15 <br /> 6% to 10% + $30 <br /> 11% to 15% + $45 <br /> Greater than 15% + $60 <br /> Article 12 was added: Travel time pay for weekends and holidays. <br /> Article 18 — Probationary Periods were increased from 12 to 18 months in order to meet requirements for <br /> multiple Public Works certifications needed to perform the position. Additionally, the City will reimburse <br /> employees for their Commercial Driver's License Class A or Class B renewal fees. <br /> Article 19 — Safety glasses. The City agreed to increase prescription safety glassed from $397.50 to <br /> $420.00 during the term of the contract. <br /> Article 23— Clothing merged the apparel and boot allowance into one dollar amount, from $526.50 in the <br /> last contract cycle to $570 for 2023—2025. <br /> Article 24 — Standby Duty added 24.6, stating newly hired employees will not be eligible for standby duty <br /> until completing probation. <br /> Article 26—Job Classification System indicates the new nine (9)step job classification system. <br /> Article 29 — Wages details the grades and positions of the bargaining unit members for 2023, 2024 and <br /> 2025. Additionally this section identifies a job title change of Lead Utility Worker to Senior Lead. The title <br /> change was required in order to identify the job description, grade, and wage differences. <br />
