Sathe,Assistant City Attorney <br /> RE: Charter Amendment—Taxation <br /> Ordinance No. 1017—Second Reading and Approval <br /> BACKGROUND <br /> The proposed amendment to the Mounds View City Charter shifts the timeline for adopting and <br /> amending the City's Five-Year Plan to be later in the year. The following timeline shifts are proposed: <br /> Five-Year Plan: Council-Approval May 20 to June 1 July 15 to August I <br /> Five-Year Plan: Published to Public August 1 to August 15 <br /> CHARTER AMENDMENT PROCESS <br /> There are multiple ways to amend the City Charter.The method chosen for this amendment is to amend <br /> the City Charter by ordinance. <br /> To amend the City Charter by ordinance, the Charter Commission proposes the amendment and the <br /> City Council must have all members of the council vote in favor of the amendment. <br /> The amendment becomes effective 90 days from the date of publication,unless a petition is signed by <br /> 5% of registered voters in the City is received with 60 days. If a petition is received, then the <br /> amendment is presented to the public at an election and would become effective after voter approval. <br /> If the Council does not unanimously approve the ordinance, then the amendment process stops. <br /> The public hearing and first reading of this ordinance took place on September 3, 2024. <br /> 1 <br /> MU210\4\973059.v1 <br />
