Item No: 8H Meeting Date: September 23, 2024 MOUNDS VIEW Type of Business: CB Administrator Review: City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Public Works Director Item Title/Subject: Resolution 9989, Approving the Plans and Specifications and Authorize for bidding the Ardan and Silver View Park Storm Water Pond Projects and Accept the Grant from BWSR for the projects Background/Discussion: The Public Works Department has many responsibilities, and one is to efficiently operate and manage the storm water system. The system was first constructed in the 1970's and as with other similar core functions, research, innovation, and best management practices have changed over the years. City Council approved Resolution 9544 to have Stantec Engineering Services complete an overall Storm Water Pond assessment with a final report providing a list of ponds, features, and maintenance needs, including a Capital Improvement Plan (CIP). City Council further approved Resolution 9783 and 9784 authorizing Stantec to complete the assessments on Ardan Park, AA-1.P1 and AA-1-.P2, and the Silver View Park Storm Water Ponds. Neighborhood meetings were held to receive feedback on concerns of the draft plans. Stantec has completed the plans and specifications for both Ardan Park and Silver View Park Storm Water Ponds, including a cost estimate for dredging the Ardan ponds and upland vegetation management plans at both project locations. The project at Ardan Park will primarily focus on dredging the two (2) ponds along with the upland vegetation management, while the Silver View project will focus on the water quality and upland vegetation management. Stantec has provided engineer estimates as follows: Ardan Park: Dredging and Stock Pile Removal $485,287.00 Upland Vegetation Management $ 33,473.00 Bid Alternate 1 — Install Gravel Path $ 71,500.00 Total Estimate $590,260.00 Silver View Park: Basins (2)/ Rain Gardens $250,844.00 Baffle Sumps $ 39,875.00 Forebay with Filtration Bench $ 96,067.00 Weir Replacement $ 33,000.00 Upland Vegetation Management $151,492.00 Total Estimate $571,278.00 Staff, working with Stantec, applied for a grant through the State of Minnesota Board of Soil and Water Resources (BWSR) and the City was awarded a grant of$230,300.00 for both projects.
