Item No: 8H <br /> Meeting Date: September 23, 2024 <br /> MOUNDS VIEW Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Public Works Director <br /> Item Title/Subject: Resolution 9989, Approving the Plans and Specifications and <br /> Authorize for bidding the Ardan and Silver View Park Storm Water <br /> Pond Projects and Accept the Grant from BWSR for the projects <br /> Background/Discussion: <br /> The Public Works Department has many responsibilities, and one is to efficiently operate and <br /> manage the storm water system. The system was first constructed in the 1970's and as with other <br /> similar core functions, research, innovation, and best management practices have changed over <br /> the years. <br /> City Council approved Resolution 9544 to have Stantec Engineering Services complete an overall <br /> Storm Water Pond assessment with a final report providing a list of ponds, features, and <br /> maintenance needs, including a Capital Improvement Plan (CIP). <br /> City Council further approved Resolution 9783 and 9784 authorizing Stantec to complete the <br /> assessments on Ardan Park, AA-1.P1 and AA-1-.P2, and the Silver View Park Storm Water <br /> Ponds. Neighborhood meetings were held to receive feedback on concerns of the draft plans. <br /> Stantec has completed the plans and specifications for both Ardan Park and Silver View Park <br /> Storm Water Ponds, including a cost estimate for dredging the Ardan ponds and upland vegetation <br /> management plans at both project locations. <br /> The project at Ardan Park will primarily focus on dredging the two (2) ponds along with the upland <br /> vegetation management, while the Silver View project will focus on the water quality and upland <br /> vegetation management. <br /> Stantec has provided engineer estimates as follows: <br /> Ardan Park: <br /> Dredging and Stock Pile Removal $485,287.00 <br /> Upland Vegetation Management $ 33,473.00 <br /> Bid Alternate 1 — Install Gravel Path $ 71,500.00 <br /> Total Estimate $590,260.00 <br /> Silver View Park: <br /> Basins (2)/ Rain Gardens $250,844.00 <br /> Baffle Sumps $ 39,875.00 <br /> Forebay with Filtration Bench $ 96,067.00 <br /> Weir Replacement $ 33,000.00 <br /> Upland Vegetation Management $151,492.00 <br /> Total Estimate $571,278.00 <br /> Staff, working with Stantec, applied for a grant through the State of Minnesota Board of Soil and <br /> Water Resources (BWSR) and the City was awarded a grant of$230,300.00 for both projects. <br />
