He explained the Charter Commission requested this change and noted staff has <br /> 5 received no input from the public. Staff commented further on the amendment and recommended <br /> 6 approval. <br /> 7 <br /> 8 MOTION/SECOND: Meehlhause/Gunn. Second Reading and Approval of Ordinance 1018, an Ordinance Amending <br /> 17 the Mounds View City Charter by Amending Section 4.05 Pertaining to <br /> 18 Vacancy of Municipal Elected Office ROLL CALL VOTE. <br /> 19 <br /> 20 City Administrator Zikmund requested the Council consider an Ordinance that would amend the <br /> 21 Mounds View City Charter by Amending Section 4.05 Pertaining to Vacancy of Municipal Elected <br /> 22 Office. He explained a memo had been submitted by City Attorney Joe Sathe.He advised per legal <br /> 23 counsel's advice the City Council could not amend this language, but would have to remand it <br /> 24 back to the Charter Commission. In addition, legal counsel recommends the entire chapter within <br /> 25 the Charter be rewritten. <br /> 26 <br /> 27 MOTION/SECOND: Gunn/Meehlhause. To Deny the Second Reading and Adopt Ordinance <br /> 28 1018, an Ordinance Amending the Mounds View City Charter by Amending Section 4.05 <br /> 29 Pertaining to Vacancy of Municipal Elected Office. <br /> 30 <br /> 31 Council Member Meehlhause recommended the Charter Commission consider allowing a vacancy <br /> 32 on the City Council to be filled as quickly as possible. He explained he supported an identified <br /> 33 process being in place to assist with selecting a temporary member for the City Council. He <br /> 34 supported this member being appointed without a voting process and that this member should <br /> 35 remain in place until an election can be held. In addition, he recommended the identified <br /> 36 succession list be expanded. <br /> 37 <br /> 38 Mayor Lindstrom asked why a defined succession plan would have to be voted on. City <br /> 39 Administrator Zikmund indicated he was uncertain as to why this was a requirement. <br /> 40 <br /> 41 Rebecca Scholl, 2467 Hillview Road, explained she was the Vice Chair of the Charter <br /> 42 Commission. She reported she spoke about the line of succession and noted the Charter <br /> 43 Commission supported the proposed list. However, if the Council wanted a longer list, the <br /> 44 Commission could review this matter further. <br /> 45 <br />
