Item No: 8C <br /> Meeting Date: October 28, 2024 <br /> MOUNDSiMEW Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 9996, Accepting Bids and Awarding a Contract to ACM <br /> LLC for the Silver View Park Pond Project <br /> Background/Discussion: <br /> The Public Works Department has many responsibilities, and one is to efficiently operate and <br /> manage the storm water system. The system was first constructed in the 1970's and as with other <br /> similar core functions, research, innovation, and best management practices have changed over <br /> the years. <br /> City Council approved Resolution 9544 to have Stantec Engineering Services complete an overall <br /> Storm Water Pond assessment with a final report providing a list of ponds, features, and <br /> maintenance needs, including a Capital Improvement Plan (CIP). <br /> City Council additionally approved Resolution 9783 and 9784 authorizing Stantec to complete the <br /> assessments for the Silver View Park Storm Water Pond. Neighborhood meetings were held to <br /> receive feedback on concerns of the draft plans. <br /> The City Council further approved Resolution 9989 on September 23, 2024, approving the plans, <br /> specifications and authorized bidding for the Silver View Park storm water pond project and upland <br /> vegetation management project. <br /> Stantec completed the plans and specifications for Silver View Park Storm Water Pond project, this <br /> project will focus on water quality adding several BMPs along with the upland vegetation <br /> management. Stantec placed the plans and specifications on Quest CDN for a public bid opening <br /> on October 16, 2024, at 9:45 a.m. <br /> Below are the bids received and accepted: <br /> Company Toal Base Bid <br /> ACM LLC $549,217.50 <br /> Rachel Contracting LLC $696,829.00 <br /> Kurilla Contracting $746,014.00 <br /> Peterson Companies $768,823.71 <br /> New Look ontracting $773,060.00 <br /> Urban Companies $828,030.00 <br /> Fitzgerald Excavating 1,076,865.00 <br /> The low bid is ACM LLC of Princeton MN, with a total base bid of$549,217.50 for the Silver View <br /> Park Storm Water Project. Staff along with Stantec met with ACM LLC and received several <br /> references on similar projects that ACM LLC has completed over the last few years. <br /> Stantec has reviewed the bids and found these to be in order and is recommending the City <br /> Council approve the bid and award the contract to ACM LLC. <br /> Stantec has provided a proposal for technical services not to exceed $26,700.00 and will be <br /> utilized on a limited basis with City Staff performing the day-to-day project oversight. <br /> Staff, working with Stantec, and applied for a grant through the State of Minnesota Board of Soil <br /> and Water Resources (BWSR).
