Mounds View City Council October 28, 2024 <br />Regular Meeting Page 4 <br /> <br /> <br />Mayor Lindstrom stated he appreciated how a majority of the trees around the pond would be <br />saved. Public Works/Parks and Recreation Director Peterson reported this was the case. <br /> <br />Mayor Lindstrom questioned if the area surrounding the culvert would be redone. Public <br />Works/Parks and Recreation Director Peterson stated this work would be done. He commented <br />further on how the dredging work on the pond would have to wait until the area freezes. <br /> <br />Council Member Meehlhause requested further information on how the dysfunction of the ponds <br />was impacting the stormwater system. Public Works/Parks and Recreation Director Peterson <br />explained once the ponds were cleared out and the sediment was removed, the ponds would have <br />proper storage capacity and water would flow properly. <br /> <br />City Administrator Zikmund reviewed the project costs for this project noting the City has been <br />accumulating funds for this project over the past 10 years. <br /> <br />Further discussion ensued regarding the work that would be done at Ardan Park versus Silver View <br />Park. <br /> <br />City Administrator Zikmund reported the City’s Stormwater Intern has an undergrad in <br />environmental science which would assist with all of the restoration and stormwater rain gardens, <br />which staff would be utilizing. <br /> <br />Public Works/Parks and Recreation Director Peterson reported the BWSR grant was for two years <br />and the City would be receiving all funding up front. He commented after two years, the City <br />would be applying to the legacy partner grant to extend the work for another two to four years to <br />assist with offsetting the upland vegetation management plan. <br /> <br />Mayor Lindstrom questioned if the trail bid could be negotiated further. He noted there was a big <br />variance on the pricing. Public Works/Parks and Recreation Director Peterson stated he understood <br />the Mayor’s concerns and noted he could speak with the contractor regarding this. <br /> <br />Council Member Meehlhause reported the Council could accept the bid for Winberg without the <br />alternate. Public Works/Parks and Recreation Director Peterson reported this was the case and then <br />the City Council would have to find another contractor to complete the trail. <br /> <br />Mayor Lindstrom asked if staff believed the City could receive a better bid for the trail. Public <br />Works/Parks and Recreation Director Peterson stated he was uncertain on this. He indicated the <br />other option would be to see if the wetland banking came through. He reported the City should <br />know more about the wetland banking in December. <br /> <br />Mayor Lindstrom explained he supported accepting the bid from Winberg for the project, but <br />rejecting the alternate bid for the trail. He was of the opinion the City could receive a better bid for <br />the trail work if rebid. City Administrator Zikmund indicated he believed the City could receive a <br />better bid for the trail. <br />
