�1 TAT iAT Item No: 5C <br /> MOUNDS VfE— Meeting Date:11/12/2024 <br /> -- - Type of Business: Consent Agenda <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Ben Zender, Chief of Police <br /> Item Title/Subject: Resolution 9999, Approving Professional Services <br /> Agreement with Tubman to Provide Public Safety and <br /> General Welfare Related Services Addressing Domestic <br /> Abuse <br /> Introduction: <br /> Tubman is requesting funding to ensure that our law enforcement and criminal justice <br /> partners can continue to rely on Tubman to help ensure victims' safety needs are met <br /> and help prevent future violence. <br /> Discussion: <br /> For more than 45 years, Tubman has been helping people of all ages, genders, and <br /> cultural backgrounds to find safety, hope, and healing. Tubman Legal Services program <br /> has served the East Metro region of the Twin Cities, including Ramsey and Washington <br /> counties since Family Violence Network began in 1981. <br /> Tubman has partnered with the Mounds View Police Department and HJ Law <br /> prosecution team to provide legal services to help victims of violence in Mounds View. <br /> Tubman Legal Services within the Mounds View community include: criminal court legal <br /> advocacy to ensure victim's rights are met through the criminal legal system; legal <br /> clinics regarding divorce, custody, child support, and other family law issues; pro bono <br /> attorney representation; and assistance drafting Orders for Protection and Harassment <br /> Restraining Orders, including providing civil advocacy throughout the process of <br /> obtaining this important order. <br /> Tubman also offers a broad continuum of services, including emergency family violence <br /> shelter for people of all genders; transitional housing; mental and chemical health <br /> counseling; youth mentorship and leadership development; in-school violence <br /> prevention curriculum; support groups; a clothing closet; and more. The need for these <br /> critical services has increased, and so have the costs to provide them, which is why <br /> they are requesting financial support. <br /> This agreement shall commence on January 1, 2025 and shall terminate on December <br /> 31, 2025, unless it is terminated earlier. The total amount to be paid by the City for <br /> services shall not exceed $25,500 annually. The City costs for the period between <br /> January 1, 2025 and December 31, 2025 shall not exceed $25,500. The payment for <br /> calendar year 2025 shall be $25,500 and shall be paid on or before January 30t", 2025. <br /> The funds will come from Account 100-4200-3030 ( Professional Services). <br />
