Item No: 08A <br /> MO S <br /> VfE_W <br /> Meeting Date: 11/12/2024 <br /> Type of Business: Council Business <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Public Hearing: Consideration of Resolution 9997, Approving a Chicken- <br /> Keeping License Request from Amy Boyd, 2461 Clearview Avenue <br /> Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled raising and <br /> keeping of chickens and/or ducks on properties zoned R-1, Single Family. Amy Boyd has <br /> submitted an application to raise and keep chickens on her property. <br /> Discussion: The applicant, Amy Boyd, has submitted an application to raise and keep <br /> chickens on her property located at 2461 Clearview Avenue. The City Code allows for up to <br /> twelve chickens at one time and requires the areas within which the chickens roam be fenced. <br /> Ms. Boyd has indicated that the coop and run are covered with 1/2 inch galvanized hardware <br /> mesh and the chickens are completely contained. She is already raising and keeping ten <br /> chickens at this time. The original submitted site plan indicated that the chicken coop was only <br /> five feet from the east property line. However, she has submitted a revised plan which shows <br /> the required minimum 20+ foot setback from all property lines. It appears Ms. Boyd meets all <br /> requirements of Chapter 90.005. <br /> In accordance with Chapter 90.0005, initial applications shall be considered by the City Council <br /> after holding a public hearing. Approval of renewal applications are done administratively unless <br /> the City has received substantial complaints or related violations have been documented during the <br /> previous year. <br /> As required, staff has published a public hearing notice in the October 31, 2024, edition of the St. <br /> Paul Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to <br /> residents within 350 feet of the subject property. <br /> Ms. Boyd has indicated that she and her husband, Jon, will be present at the City Council <br /> Meeting/Public Hearing to answer any questions you may have. <br /> Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br /> Statement, "...welcoming a desirable destination to all ages and cultures...and a place where <br /> residents can live, work and play." <br /> Financial Impact: None <br /> Recommendation: Staff recommends opening the public hearing for comment and approval of <br /> Resolution 9997 approving a chicken-keeping license for Amy Boyd. This is an annual license, <br /> January 1 to December 31. Staff recommends that the expiration of this license is December 31, <br /> 2025. <br /> Respectfully submitted, <br /> Nyle Zikmund <br />
