Mounds View City Council October 28, 2024 <br /> Regular Meeting Page 4 <br /> 1 Mayor Lindstrom stated he appreciated how a majority of the trees around the pond would be <br /> 2 saved. Public Works/Parks and Recreation Director Peterson reported this was the case. <br /> 3 <br /> 4 Mayor Lindstrom questioned if the area surrounding the culvert would be redone. Public <br /> 5 Works/Parks and Recreation Director Peterson stated this work would be done. He commented <br /> 6 further on how the dredging work on the pond would have to wait until the area freezes. <br /> 7 <br /> 8 Council Member Meehlhause requested further information on how the dysfunction of the ponds <br /> 9 was impacting the stormwater system. Public Works/Parks and Recreation Director Peterson <br /> 10 explained once the ponds were cleared out and the sediment was removed, the ponds would have <br /> 1 1 proper storage capacity and water would flow properly. <br /> 12 <br /> 13 City Administrator Zikmund reviewed the project costs for this project noting the City has been <br /> 14 accumulating funds for this project over the past 10 years. <br /> 15 <br /> 16 Further discussion ensued regarding the work that would be done at Ardan Park versus Silver View <br /> 17 Park. <br /> 18 <br /> 19 City Administrator Zikmund reported the City's Stormwater Intern has an undergrad in <br /> 20 environmental science which would assist with all of the restoration and stormwater rain gardens, <br /> 21 which staff would be utilizing. <br /> 22 <br /> 23 Public Works/Parks and Recreation Director Peterson reported the BWSR grant was for two years <br /> 24 and the City would be receiving all funding up front. He commented after two years, the City <br /> 25 would be applying to the legacy partner grant to extend the work for another two to four years to <br /> 26 assist with offsetting the upland vegetation management plan. <br /> 27 <br /> 28 Mayor Lindstrom questioned if the trail bid could be negotiated further. He noted there was a big <br /> 29 variance on the pricing.Public Works/Parks and Recreation Director Peterson stated he understood <br /> 30 the Mayor's concerns and noted he could speak with the contractor regarding this. <br /> 31 <br /> 32 Council Member Meehlhause reported the Council could accept the bid for Winberg without the <br /> 33 alternate.Public Works/Parks and Recreation Director Peterson reported this was the case and then <br /> 34 the City Council would have to find another contractor to complete the trail. <br /> 35 <br /> 36 Mayor Lindstrom asked if staff believed the City could receive a better bid for the trail. Public <br /> 37 Works/Parks and Recreation Director Peterson stated he was uncertain on this. He indicated the <br /> 38 other option would be to see if the wetland banking came through. He reported the City should <br /> 39 know more about the wetland banking in December. <br /> 40 <br /> 41 Mayor Lindstrom explained he supported accepting the bid from Winberg for the project, but <br /> 42 rejecting the alternate bid for the trail. He was of the opinion the City could receive a better bid for <br /> 43 the trail work if rebid. City Administrator Zikmund indicated he believed the City could receive a <br /> 44 better bid for the trail. <br /> 45 <br /> 46 Council Member Clark asked if grants were available for trails in wetlands.
