Item No: 8E <br /> T �T Meeting Date: November 12, 2024 <br /> MOV1VDs VtEW Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 10005, Authorizing the Feasibility Study for Bronson Dive <br /> from Edgewood Drive to Long Lake Road <br /> Background/Discussion: <br /> Bronson Drive between Edgewood Drive and Long Lake Road serves 2 residential apartments <br /> units, a commercial and church property and the Public Works Facility. <br /> Bronson Drive is approximately 1,300 feet in length, the street segment has concrete curb and <br /> gutter (MN/DOT Design B618) with a bituminous pavement surface measuring 33-feet wide, <br /> back - to - back of curb and was re-constructed in 1993. <br /> Maintenance has included seal coating, pothole patching and skim coating as recommended <br /> through the past 30 years. The current pavement is in poor condition with significant surface <br /> patching, potholes, and moderate to high severity traverse cracking; curb and gutter is in fair to <br /> good condition. In 2023, American Engineering Testing, Inc. (AET) performed geotechnical and <br /> pavement evaluation services on behalf of the City and pavement cores showed a bituminous <br /> pavement thickness ranging from 4.7 to 2.5 inches and found stripping separation of asphalt at <br /> multiple layer interfaces. <br /> AET recommends a pavement rehabilitation to entail a full depth reclamation of asphalt / <br /> aggregate base <br /> It is expected that there will be some sections of curb and gutter that will be required to be <br /> replaced on the South side of Bronson Drive and the North side to receive a full replacement with <br /> the installation of a sidewalk behind the curb. <br /> Minor storm sewer improvements may occur to allow for curb and gutter to be added to the <br /> existing storm water utility system. <br /> Further Discussion: <br /> Funding/Chapter 429 Process <br /> Improvements for the Bronson Drive reconstruction has been discussed for several years and <br /> was included on the Capital Improvement Program and the Council recommended the project to <br /> be assessed in accordance with Chapter 202 of the Municipal Code. <br /> Stantec has provided a cost estimate to perform a feasibility study for this section of Bronson <br /> Drive at a cost of$10,000.00; the 2024 draft budget includes $125,000.00 in 485-4470-7050 for <br /> Bronson Drive. <br />
