Chair Moritko called on Assistant City Administrator Beeman who informed the <br />EDC of the bylaw review process. The EDC reviewed the bylaws and seeing no <br />changes moved to the next agenda item. <br /> <br />B. Review and Develop 2024 EDC Priorities <br />Chair Moritko called on Beeman who reviewed the EDC priorities from 2023 and <br />the proposed priorities for 2024. <br /> <br />Motion/Second: Commissioner Freichels moved and Helgemoe seconded the <br />addition of Medtronic land and the deletion of number 7 exploring groups like <br />Medical Alley and 9 Potential Community Center Expansion from the priorities. <br /> <br />8. REPORTS <br />A. Reports of Staff <br />Assistant City Administrator Beeman updated the Commission on Rice Creek <br />Commons, the Long Lake Woods development, the Simon’s property, the <br />Critical Corridors grant from Ramsey County, the EDA Forgivable Loan <br />Program, the Ardan Park & Greenfield Park Redevelopment, EDA property <br />acquisitions, and upcoming events including the joint EDC/Planning & Zoning <br />Commission/City Council meeting to be held April 1, 2024. <br /> <br />B. Reports of Council Members <br />Council Member Gary Meehlhause provided an update to the EDC on the <br />lack of a cannabis moratorium due to only having a four member Council, <br />EDA approving the Forgivable Loan program, extending the CEE Agreement, <br />the Parks & Recreation working with WSB on a Master Parks Plan, City is <br />negotiating with haulers on organized garbage collection. <br /> <br />C. Reports of EDC Commissioners <br />Commissioner Helgemoe informed the Commission that the Twin Cities North <br />Chamber of Commerce is holding a cannabis forum and also had their annual <br />gala and encouraged the Commission to attend the next Business Council <br />meeting. <br /> <br />9. NEXT REGULAR EDC MEETING <br />The next meeting is March 21 if needed. The EDC normally breaks in the <br />summer and reconvenes in the fall around November. <br /> <br />10. ADJOURNMENT <br />Chair Moritko called for a motion to adjourn. <br /> <br />Motion/Second: Commissioner Freichels moved and Rundle seconded to adjourn <br />at 8:20 a.m. <br /> <br />Motion Carried: 5 Ayes, 0
