Item No: 08H <br /> MOU-N-DitSVIEW Meeting Date: 11/25/2024 <br /> Type of Business: CB <br /> City of Mounds View Staff Report <br /> Nor— <br /> To: Honorable Mayor and City Council <br /> From: Brian Beeman, Assistant City Administrator <br /> Item Title/Subject: Second Reading and Approval of Ordinance 1020, Amending the <br /> City Code regarding Economic Development Bylaws <br /> Background <br /> Currently, the Mounds View City Code, Chapter 33, requires the Economic Commission <br /> to review their bylaws on an annual basis at the first regular meeting in February. <br /> Discussion <br /> There has been discussion by the Economic Development Commission regarding the <br /> requirement to review the bylaws every February. Commissioners feel that this <br /> requirement is too restrictive and causes the Commission to hold an unnecessary <br /> meeting in February. There have been several instances when the Commission's only <br /> agenda item was to review bylaws only to state that there were no changes, and then <br /> adjourn the meeting. Commissioners have stated that it their desire to have the flexibility <br /> to review the bylaws on an "as needed" basis. <br /> The public hearing and first reading took place on November 12, 2024. <br /> Recommendation <br /> Staff recommends conducting the second reading and approval of Ordinance 1020, an <br /> ordinance amending Chapter 33.086 regarding EDC Bylaws. <br /> Respectfully submitted, <br /> Y4�- <br /> Brian Beeman <br /> Assistant City Administrator <br /> Attachment(s): <br /> 1.
